I read the statement. It says that Hamas could be a "partner for constructive dialogue", and that simply no opportunity for a change of the situaiton should be left aside.
Furthermore, it says, that the Hamas will be judged by its acts, and that Switzerland expects them to renounce violence.
(As for WWII read up about the Evian conference.

Micheline Calmy-Rey has not given birth to the Geneva Initiative. She was convinced by Alexis Keller, professor at the Faculty of Law, University of Geneva, to support this initiative. Please correct your statement in your posting. It is misleading.

As foreign minister she is responsible for it. She has defended it and supported it. Without her political support, the Geneva Initiative would not have been possible. I don't see why my statement should be misleading with this regards.

Alexis Keller at the time where the "initiative of Geneva" shows up was not professor at the University of Geneva, but a simple fellowship in an american university. Calmy-Rey gave her weight to this project that intend to bypass the israeli government to please some few leftist israeli and the palestinians and Co. She abused of the money of swiss taxpayers to promote this project, no doubt to try to gain visibility on the international political arena.
Later Alexis Keller received a controversial and controversed nomination at the University of Geneva.
