The sign says "quiet". Quiet is 1) making little or no noise 2) carried out discreetly, secretly, or with moderation.
She was not quiet. And yes, this is Thomas Jefferson Memorial : People should not dance there, to show respect to the great man.
But her arrestation is also not right. Just explaining would have been a better idea.
So this story shows two stupid people : the one who dances, and the one who arrests.

The ridiculous and disproportionate use of police force against people celebrating Jefferson in a peace- and joyful way, only because they are not sufficiently "disciplined", shows a quite severe understanding of "respect". When policemen come to enforce "respect", we have already crossed the magic line. This is what the police in China and North Korea do too.
