"wrongfoot" is a common expression in cricket, and therefore it would be more familiar to British readers than Americans. To "wrongfoot" somebody means to trick him into making a false move; when you've been "wrongfooted" you're not in a position to do anything useful, because you're on the wrong foot -- you've moved in the wrong direction.

So ... to answer your question:

Does this mean that they were scheming to deceive Hussein so that he would do something that might cause justification for an attack?

YES!! YES!! YES!! YES!! YES!!

On to Baghdad?: Yes - The Risks Are Overrated/December 3, 2001
As the war in Afghanistan winds down, the argument over Iraq is heating up.
The Bush administration has dropped some heavy hints about the need to rid the world of the Saddam Hussein regime. In response, some are denouncing this prospect. Their dissenting views, which fall under six main rubrics, need to be taken very seriously.

Gravatar Winter:

Good point and I did think hard about that.

I want to say "YES!" I really, really, really want to!

...but I think Meyer could just as easily say that he meant that simply having the inspectors there would "wrongfoot" Hussein.

You know what I mean? The term "wrongfoot" is clear, but the context is not.

Gravatar Always remember - it is the USA and Americans who are guilty of murder, torture, and every horror war brings.

It is The People pay for the crimes of thier Lord. Ask the Germans.

Gravatar The "done deal" was between Blair and Bush at Crawford early April 2002, when they prayed and Bush & Blair shared their toothpaste trivia.

Bush'sdeal was squared inside the USA politico / mil loop already, they had to wait until young Tony got the troops over in Blighty in line.

..and of course they had to get their massive mil complex in place. Instant wars don't happen overnight.
