I calculate  we spend at least £50m per year  (!!) on those who hassle and hound but never see a client or seeminlgy contribute anything of value.  Thats a damn sight more than is available for all the drug related ILM/Training/Employment initiatives. With escalating conflict in the middle east and annual increases in the opium crop in Afghanistan, all it really needed was a good, stiff recession, spiralling youth unemployment and social inertia to take us back to the 80s.
