Abstract
This work highlights the problem in military operations of setting safety limits for friendly forces, neutral forces, or civilians, to avoid sustaining unnecessary casualties both in wartime and in training. We present and investigate an analytic model which both enables the quantitative understanding of the inherent problems, and which furnishes a reasonably flexible tool in the hands of the analyst. Characteristic numerical results are displayed and analyzed: They show in particular that prevailing crude approximations are inadequate. © 2001 John Wiley & Sons, Inc. Hamas would not be in power -- there would not be such a thing as an Arab sovereign power within the borders of Eretz Yisrael!

If the Israelians want peace they have to respect the palestinian elections. And the USA has to shame itself, because they talk almost exclussifly about free ellections. I know talking with the enemy is difficult, because HAMAS isn't very Pro-Israel and Sharon not very Pro-Palestina and they said both horrible things in the media, If we look to the Israelian media and ministers and HAMAS, we see that they say the same horrible things. people on both sides are killing innocent people. The survivors will vote for almost sure at HAMAS or Sharon. People who wouldn't vote HAMAS or Sharon if they had no dead family-members. and god, allah, Jahweh? They gave him different names, but there is no name that isn't without shame. That isn't used in a filthy way. and at the end? we are just like everyone else like dust in the wind. Ellections in Israel: choose wisely.. punish the political use of war from Sharon. He doesn't care about Israel, he only does care about himself. Away with the checkpoints, but only when HAMAS gives garantees. If HAMAS doesn't stop with his campagn after this gester, It will be the fault of HAMAS, the shame would be a inconvinions, but if HAMAS doesn't stop after Israel says it will stop if they stopped with the rockets. Israel can't be blamed anymore. Give HAMAS his succes if they stop rocketting, by opening some checkpoints. The checkpoints are a humiliation for the palestinians. Give the Pallestinians less reasons to vote at HAMAS (the Netherlands).
