Someone should point out to him that the "citizens" had no choice. They were absorbed into the empire whether or not they wanted to be. Ask Rabbi Akiva and Bar Kochva if they wanted to be "offered" the chance to be a citizen.
The offer was not even Hobsen's choice. At least his customers could walk away.
