About the Commission
The Continuity of Government Commission was launched in the fall of 2002 in order to study and recommend reforms to ensure the continuity of our governmental institutions in the event of a catastrophic attack.
The commission is an American Enterprise Institute (AEI) and the Brookings Institution project headquartered at AEI. It is funded by the Carnegie, Hewlett, Packard, and MacArthur foundations. Presidents Jimmy Carter and Gerald Ford are the honorary co-chairs of the commission and Lloyd Cutler and Alan Simpson are the chairmen. The commission includes members who have served in government at the highest levels.
The commission first focused its attention on preserving Congress, and has now turned to the executive and the Supreme Court. The central issue that the commission addressed is how Congress could function if a large number of members were killed or incapacitated. The problem is most acute in the House of Representatives because the Constitution requires that all vacancies be filled by special election, and it takes four months on average to fill these seats. If there were mass vacancies, the House might not even be able to meet its quorum requirement, or it might operate with a small and unrepresentative number. A second problem is that of incapacity. There is no precedent for filling temporary vacancies so both houses of Congress would be severely diminished, or unable to operate at all, if a large number of members were incapacitated. The events of September 11th led to several ongoing efforts to preserve the continuity of Congress. There was a similar effort in the 1950s and 1960s to deal with these same issues.
In addition, the commission will deal both with the continuity of the Supreme Court, which has a quorum requirement, and with potential reforms to the Presidential Succession Act.The commission met twice in the fall of 2002 to hear testimony and formulate recommendations. It issued a report in June of 2003 on the continuity of Congress. The second phase of the commission has begun addressing presidential succession and will include discussion of continuity in the Supreme Court.
Areas of Investigation
The Continuity of Government Commission will address the continuity of all three branches of government:
Continuity of Congress - The central issue the commission will address is how Congress would function after a terrorist attack. Because of the possibility of large numbers of incapacitated members or vacancies, Congress might not be able to function unless some provision is made to replace members who are deceased or unable to perform their duties. A crippled Congress might not even be able to meet its quorum requirement in a time of crisis.
Presidential Succession - In a second phase of the project, the commission will look at issues surrounding the Presidential Succession Act of 1947, with an eye to ensure that there is a clear transfer of power to the appropriate successor in a time of crisis.
Continuity of the Supreme Court - In the aftermath of a terrorist attack, there might be significant institutional questions over which the Supreme Court would have to rule. The Supreme Court has a quorum requirement of six, and there are a number of other questions about the status of lower court appeals if the Court were disabled for a significant amount of time.
Continuity of Congress
But for the heroic efforts of the passengers of United Flight 93, that plane might very well have crashed into the Capitol building when Congress was in session. The resulting deaths and injuries might have caused the Congress to cease functioning altogether for a number of months.
There are two issues that threaten the continuity of Congress after a terrorist attack: mass vacancies and incapacitated members. The issue of mass vacancies affects the House of Representatives where vacancies are filled only by special election, unlike the Senate where governors may make immediate temporary appointments. Special elections are governed by state laws, and, on average, it takes four months to elect a new member to fill a vacant seat. Depending on the number of vacancies, the House might not even be able to field a quorum, or it might have to operate with a skeleton crew of members not representative of the country as a whole. The second issue of incapacitated members affects both the House and the Senate. Neither body has regular procedures to deal with incapacitated members. In the past, members who have serious incapacities that prevent them from performing their duties were left in place until the end of their terms. If a large number of members were temporarily unable to perform their duties due to injuries or infectious diseases, both bodies might not be able to function because of a lack of a quorum.
In the 1950s and 60s, the Senate passed three constitutional amendments giving governors the power to make temporary appointments to fill House vacancies when there were mass vacancies. The House did not act on these measures. After September 11th, Norman Ornstein wrote "What if Congress were Obliterated?" in Roll Call addressing this very issue. On a parallel track, Congressman Brian Baird introduced H.J. Res. 67. A number of other proposals have been introduced or suggested. There have also been a number of hearings before committees in the House.

COINTELPRO began in 1956 and was designed to "increase factionalism, cause disruption and win defections" inside the Communist Party U.S.A. (CPUSA). However, the program was soon enlarged to include disruption of the Socialist Workers Party (1961), the Ku Klux Klan (1964), African-American nationalist groups (including the Black Panther Party and the Nation of Islam (1967), the American Indian Movement, and the entire New Left socio-political movement, which included antiwar, community, and religious groups (196. A later investigation by the Senate's Church Committee (see below) stated that "COINTELPRO began in 1956, in part because of frustration with Supreme Court rulings limiting the Government's power to proceed overtly against dissident groups..."[1] Congress and several court cases[2] later concluded that the COINTELPRO operations against communist and socialist groups exceeded statutory limits on FBI activity and violated Constitutional guarantees of freedom of speech and association.
Supporters of the program argue that the project was rooted in the Bureau's knowledge that some domestic left-wing and radical organizations were manipulated by hostile foreign intelligence agencies. For example, the FBI had access to the Venona decrypts that showed the Soviet Union and its KGB manipulated and worked under the cover of the CPUSA for espionage purposes and to incite domestic unrest in the United States.
Some of the largest COINTELPRO campaigns targeted the Socialist Worker's Party, the Ku Klux Klan[1], the "New Left" (including several anti-war groups such as the Students for a Democratic Society and the Student Nonviolent Coordinating Committee), Black nationalist groups (such as the Black Panthers and the Republic of New Africa), Puerto Rican independence groups, the American Indian Movement and the Weather Underground.
The program was secret until 1971, when an FBI field office in Media, PA was burglarized by a group of left-wing radicals calling themselves the Citizens' Commission to Investigate the FBI. Several dossiers of files were taken and the information passed to news agencies, many of which initially refused to publish the information. Within the year, Director Hoover declared that the centralized COINTELPRO was over, and that all future counterintelligence operations would be handled on a case-by-case basis.
Further documents were revealed in the course of separate lawsuits filed against the FBI by NBC correspondent Carl Stern, the SWP, and a number of other groups. A major investigation was launched in 1976 by the Select Committee to Study Governmental Operations with Respect to Intelligence Activities of the United States Senate, commonly referred to as the "Church Committee" for its chairman, Senator Frank Church of Idaho. However, millions of pages of documents remain unreleased, and many released documents are entirely censored.
In the Final Report of the Select Committee COINTELPRO was castigated in no uncertain terms:
"Many of the techniques used would be intolerable in a democratic society even if all of the targets had been involved in violent activity, but COINTELPRO went far beyond that...the Bureau conducted a sophisticated vigilante operation aimed squarely at preventing the exercise of First Amendment rights of speech and association, on the theory that preventing the growth of dangerous groups and the propagation of dangerous ideas would protect the national security and deter violence."[3]

(09-12) 04:00 PDT Washington -- The first of the 77 million-strong Baby Boom generation will begin to retire in just four years. The economic consequences of this fact -- as scary as they are foreseeable -- are all but ignored by President Bush and Democratic challenger John Kerry, who discuss just about everything but the biggest fiscal challenge of modern times.
Yet whoever wins the 2004 race will become the first U.S. president to confront what sober-minded experts across the political spectrum describe as an impending "fiscal catastrophe" lying right around the corner.
Astronomical federal debt, coming due as the Baby Boom generation collects Medicare, Medicaid and Social Security, is enormous enough to swamp the promises both candidates are making to voters, whether for tax cuts, health care, 40,000 more troops or anything else.
"Chilling" is the word U.S. Comptroller General David Walker uses to describe the budget outlook.
"The long-term budget projections are just horrifying," added Leonard Burman, co-director of tax policy for the Urban Institute. "I've got four children and it really disturbs me. I just think it's irresponsible what we're doing to them."
What these numbers portend are crippling tax increases on workers, slashed benefits for retirees, gutted budgets for homeland security, highways, research and everything else, and an economic decline or a financial collapse that devastates the middle class, as happened recently in debt-strapped Argentina. Eventually, analysts insist, someone -- today's children or tomorrow's elderly or both -- will pay this debt.
Traditional budget measures used by politicians and the press give what Walker and many others call a highly misleading view of the U.S. debt. These focus on publicly held debt already incurred, now at $4.5 trillion, or 10-year budget forecasts like the one released last week by the Congressional Budget Office showing a record $422 billion deficit this year and a $2.3 trillion 10- year deficit.
'Fiscal gap' in the trillions
But these figures, worrisome enough, are deceptive because they ignore future liabilities such as Social Security and Medicare payments to the Baby Boomers. An array of government and private analysts put the actual U.S. "fiscal gap," which means all future receipts minus all future obligations, at $40 trillion (Government Accountability Office) to $72 trillion (Social Security Board of Trustees).
These are not sums, but present-value figures, heavily discounted to show in today's dollars what it would cost to pay off the debt immediately. The International Monetary Fund estimates the gap at $47 trillion, the Brookings Institution at $60 trillion.
"To give you idea how big the problem is," said Laurence Kotlikoff, economics chairman at Boston University, who has written extensively on the subject, to close a $51 trillion fiscal gap, "you'd have to have an immediate and permanent 78 percent hike in the federal income tax."
These obligations are not imaginary. And unlike the 1980s and 1990s, economic growth cannot bail out the government because the Baby Boom retirement is at hand. Those born in 1946 will reach age 62 in 2008, allowing them to take early retirement and receive Social Security benefits.
"It's a number that's so large that people find it implausible, and so they don't think about it," said Alan Auerbach, a UC Berkeley economist who studies the issue and consults for the Kerry campaign. "But it's based simply on the projections we have for Social Security and Medicare. People aren't making these numbers up."
A pathbreaking study by Jagadeesh Gokhale of the Federal Reserve Bank of Cleveland and Kent Smetters, a former deputy assistant secretary at the Treasury -- commissioned by former Treasury Secretary Paul O'Neill -- estimated a $44 trillion fiscal gap. It laid out a few painful options on how to meet the liabilities:
-- More than double the payroll tax, immediately and forever, from 15.3 percent of wages to nearly 32 percent;
-- Raise income taxes by two-thirds, immediately and forever;
-- Cut Social Security and Medicare benefits by 45 percent, immediately and forever;
-- Or eliminate forever all discretionary spending, which includes the military, homeland security, highways, courts, national parks and most of what the federal government does outside of the transfer of payments to the elderly.
Such corrective actions grow more severe each year. Waiting just until 2008, the end of the next presidency, would mean raising the payroll tax to 33. 5 percent instead of 32 percent, the study found.
Gokhale said that fresh numbers from the Medicare trustees show the fiscal gap has since grown to $72 trillion, $10 trillion of that for Social Security and an astonishing $62 trillion for Medicare, the government health care program for the elderly.
"The long-term picture is pretty bad," Gokhale said.

Survival, Evasion, Resistance, and Escape (SERE) is a program designed to train U.S. soldiers to withstand torture if they are ever captured as prisoners of war. Developed during the Cold War, U.S. solders are subjected to techniques based “on how the Soviet Union and its allies were believed to treat prisoners,” including “prolonged use of stress positions, exposure to heat and cold, sleep deprivation and even waterboarding.”
A recently declassified investigation from the Department of Defense’s Inspector General confirms “how the military training was ‘reverse engineered‘ for use by American interrogators,” training interrogators on more “effective” ways to elicit information:
Counterresistance techniques were introduced because personnel believed that interrogation methods used were no longer effective in obtaining useful information from some detainees. … On at least two occasions, the JTF-170 (interrogators) requested that Joint Personnel Recovery Agency (the agency conducting SERE training) instructors be sent to Guantanamo to instruct interrogators in SERE counterresistance interrogation techniques.
Those “counterresistance” techniques also migrated to Iraq, again at the orders of military officials:
The Joint Personnel Recovery Agency was also responsible for the migration of counterresistance interrogation techniques into the U.S. Central Command’s area of responsibility. In September 2003, at the request of the Commander. … Joint Personnel Recovery Agency sent an interrogation assessment team to Iraq to provide advice and assistance to the task force interrogation mission.
Because the techniques were so extreme, several intelligence officers “vehemently objected to the use of the techniques, but their protests were ignored.” The report notes:
SERE team members and TF-20 staff disagreed about whether SERE techniques were in compliance with the Geneva Conventions. When it became apparent that friction was developing, the decision was made to pull the team out before more damage was done to the relationship between the two organizations. The SERE team members prepared After Action Reports that detailed the confusion and allegations of abuse that took place during the deployment. These reports were not forwarded to the U.S. Joint Forces Command.
Sen. Carl Levin (D-MI) said he found the Pentagon report “very troubling” would hold hearings on how the SERE training methods “migrated” into Iraq and Guantanamo as the basis for interrogation. “They were put to a purpose that was never intended,” he said.

From there, according to Israeli security officials, he directed scores of shootings against Israelis driving on West Bank roads.
Israel says Shawish also directed a number of suicide bombings that killed eight Israelis.
According to Israeli and Palestinian security sources, Shawish, as a member of Force 17, received U.S. training in 1997 at an American-managed military base in the West Bank city of Jericho. Paul Wolfowitz: ‘I’m Not An Architect Of Anything’
Shorly after 9/11, Paul Wolfowitz began advocating an attack on Iraq, establishing “what amounted to a separate government” to push for war. He invited journalists to secret meetings, laying out the foundation for his plans. Former counterterrorism official Richard Clarke recounts one particular meeting:
“I began saying, ‘We have to deal with bin Laden; we have to deal with al Qaeda.’ Paul Wolfowitz, the Deputy Secretary of Defense, said, ‘No, no, no. We don’t have to deal with al Qaeda. Why are we talking about that little guy? We have to talk about Iraqi terrorism against the United States.‘”
Last night on the Charlie Rose show, Wolfowitz denied being “an architect” of the catastrophic decision to go to war. “I’m not an architect of anything,” he said. Rather, he clarified that he was someone who was “closely associated with a controversial Iraq policy,” and that his involvement with Iraq is what doomed his reign at the World Bank. Watch it:

Unlike Richard Perle, Wolfowitz revealed that he has not given up hope in the neoconservative dream of transforming Iraq through U.S. occupation. Comparing Iraq to El Salvador, Wolfowitz said, “El Salvador fought a terrible, terrible civil war for more than 10 years. … And today El Salvador is one of the most successful economies in Central America.”
But the U.S. never occupied El Salvador. While El Salvador grapples with problems today, it serves as an example of the fact that a long-term U.S. occupation is not a requirement for the democratic transition of a country.
Instead of learning the lesson of El Salvador, Bush is more interested in the Korean model. Yesterday, Bush said he envisions an occupation of Iraq similar to that of South Korea, where U.S. troops “have helped keep an uneasy peace for more than 50 years.”

Georgie Anne Geyer writes today in the Dallas Morning News about President Bush’s strange behavior during a recent meeting with “[f]riends of his from Texas.”
But by all reports, President Bush is more convinced than ever of his righteousness.
Friends of his from Texas were shocked recently to find him nearly wild-eyed, thumping himself on the chest three times while he repeated “I am the president!” He also made it clear he was setting Iraq up so his successor could not get out of “our country’s destiny.”
This is the second time in recent weeks that accounts have surfaced of Bush lashing out or “ranting” in private meetings when responding to criticism of his Iraq policy. Chris Nelson of the Nelson Report offered a similar account earlier this month:

ATLANTA (AP) - The honeymooner quarantined with a dangerous strain of tuberculosis was identified Thursday as a 31-year-old personal injury lawyer whose new father-in-law is a CDC microbiologist specializing in the spread of TB.
The father-in-law, Bob Cooksey, would not comment on whether he reported his son-in-law to federal health authorities. He said only that he gave 31-year-old Andrew Speaker "fatherly advice" when he learned the young man had contracted the disease.
The CDC had no immediate comment.
"I'm hoping and praying that he's getting the proper treatment, that my daughter is holding up mentally and physically," Cooksey told The Associated Press. "Had I known that my daughter was in any risk, I would not allow her to travel."
The son-in-law said in a newspaper interview that he knew he had TB when he flew from Atlanta to Europe in mid-May for his wedding and honeymoon, but that he did not find out until he was already in Rome that it was an extensively drug-resistant strain considered especially dangerous.
Despite warnings from federal health officials not to board another long flight, he flew home for treatment, fearing he wouldn't survive if he didn't reach the U.S., he said.
He was quarantined in the first such action taken by the federal government since 1963.
On Thursday, he was flown from Atlanta to Denver, accompanied by his wife and federal marshals, to be treated at Denver's National Jewish Medical and Research Center.

I was just finishing up some reading on nuclear devices, and have found that with the exception of uranium/plutonium, every component to build a nuclear device is readily and cheaply available. Not only that, the Encyclopedia brittanica tells you how to build one. Now with all this "fear: they are instilling in the public, and all these "laws" to "protect" us from terrorists, it seems they would outlaw many of those components, but yet they don't. They rationalize that sine the key component would be uranium/plutonium would be very difficult and expensive to obtain that the other components are not important. But I say this, if a terrorist group has the intelligence to commit the acts they say that they have on 911, an act that would have taken lots of money, manpower and time to plan and execute, and they were able to do this and the Government NOT know about it as they say they didn't, then such an organization should have no trouble obtaining uranium/plutonium for such a device. We will know when the next "attaCK" is close, watch the news for a "theft" of uranium or plutonium and see it get blamed on a terrorist organization and I promise that within a few weeks or months such an "attack" will come. I have the same take on it as do you. I also know that Most of the soldiers in the military are honorable and brave individuals. They are military and they have a duty to follow orders. No blood is on their hands for following orders as this is their job. The blood is on the hands of the Misguided individuals that give the orders based on their own warped agendas. Nine Sydney men have pleaded not guilty to charges of conspiring to plan for a terrorist attack.
Heightened security was present around the New South Wales Supreme Court when the nine men appeared this morning.
Some of the men smiled and waved to supporters in the courtroom.
They each pleaded not guilty to a charge of conspiring to prepare for a terrorist act between July 2004 and November 2005.
They refused to stand to enter the pleas, for religious reasons.
At a committal hearing earlier this year, it was alleged the men had recipes to make explosives and used false names to buy chemicals and other ingredients.
The trial has now been set for February next year.
The prosecutor indicated the Crown case could take up to eight months.
The men reserved their right to challenge the validity of the charge.

Litvinenko murder not intelligence-linked: Britain

Alexander Litvinenko died after being poisoned with polonium 210.
Britain has rebuffed a claim that its secret services were behind the killing of ex-agent Alexander Litvinenko.
Reacting to accusations by the man Britain wants to charge in the case, ex-KGB man Andrei Lugovoi, the Foreign Office said the former Russian agent's murder was "criminal," not intelligence-linked.
"This is a criminal matter and not an issue about intelligence," a ministry spokesman told AFP, in an apparent reference to Lugovoi's claim that British special services were involved in the radiation poisoning last November.
Lugovoi, whose extradition Britain is seeking, told a press conference in Moscow that the murder "couldn't have taken place outside the control of Great Britain's special services".
Asked for a response to Lugovoi's specific accusations, the Foreign Office spokesman said: "We're not getting into that at this stage."
"Our focus is that this is an extradition matter relating to a criminal event," he said, underlining that "a British citizen was killed in London and UK citizens and visitors were put a risk."
Kremlin blamed
Meanwhile, exiled Russian oligarch Boris Berezovsky issued a statement reiterating his view that the Kremlin was behind the killing - and also denying he is an MI6 agent.
"Following Andrei Lugovoi's press conference in Moscow this morning, it is now clearer than ever that the Kremlin is behind the murder of Alexander Litvinenko," he said in a statement sent to AFP.
"Everything about Mr Lugovoi's words and presentation made it obvious that he is acting on Kremlin instruction."
Responding to Lugovoi's accusation that he worked for MI6, Mr Berezovsky added: "The UK authorities know very well who their MI6 agents are in the UK and so they know that I am not one of them."
Alex Goldfarb, a close friend of Mr Litvinenko, also said Lugovoi's accusations showed he was under the control of the Russian authorities.
"I do not take seriously whatever he says as a person being charged with murder," he said.
"Having said that, it is true that he was not a free agent in the murder and is not a free agent now in what he says."
Mr Goldfarb, who remains in contact with Mr Litvinenko's widow Marina, acknowledged that Lugovoi had no motive, financial or personal, to kill Mr Litvinenko.
"But he was acting for somebody else," he said.
"We - that is Marina and I - believe he was acting for the Government of Russia. In that sense, he is not speaking for himself but as an agent. It shows again that it is not simply a murder but a cover-up."
Mr Berezovsky also reiterated a call for Lugovoi to face justice in Britain.
"If Mr Lugovoi would like to prove his innocence, I suggest again that he travel to London and face trial in the UK courts," he said.
Both Lugovoi and the Kremlin deny any involvement in the killing.

George W Bush says the US takes climate change seriously.
US President George W Bush has unveiled a long-term strategy on climate change, with plans to gather the countries that emit the most greenhouse gases and set a global emissions goal.
Mr Bush would also cut tariff barriers to sharing environmental technology as part of a strategy announced as he prepared to attend a Group of Eight summit in Germany next weekly likely to be dominated by addressing global climate change.
The US strategy calls for consensus on long-term goals for reducing the greenhouse gases that spur global warming, but not before the end of 2008, White House spokeswoman Dana Perino said.
Mr Bush plans in the fall to convene the first in a series of meetings on ways to limit global emissions by a set amount by about 2050. About 15 countries would be invited, including two nations that like the United States are major polluters, China and India.
"The United States takes this issue seriously," Mr Bush said.
In negotiations before the summit, Washington rejected setting targets to reduce greenhouse gases, championed by other participants.
The plan calls for eliminating tariff barriers within six months, freeing up the distribution of new environmentally friendly technology.
The gathering of the biggest greenhouse gas countries - those that spew a combined 80 per cent of the world's emissions - should take place in the United States this fall, the official said.
The meeting will likely include the G8 developed countries, fast-developing China and India, and Brazil, Australia, South Africa, Mexico, South Korea and Russia.
Ms Perino made clear the United States would continue to reject a European push for a proposal aimed at addressing global climate change through Kyoto-style caps on carbon emissions.
"We do not endorse global carbon trading," Ms Perino said.

Then I branched out to full-length books written by the likes of Dr. David Ray Griffin, and by that time I became convinced that we had all been lied to -- more than that stuff about their being WMD in Iraq -- lied to about who was truly responsible for the attacks on 9/11.
A daily search of one news articles (the likes that seem to be constantly pulled off the web) have revealed a far sinister plot than the happenings of 9/11 -- the Oklahoma City Bombing and other equally important matters have now come into question in my own mind.

To SANE -- this is insane, what the Army is doing // holding a monthly (single) ceremony to recognize the individual(s) killed in action. To me that seems cold and insensitive. Each soldier is(was) a living person with family ties, each with their own indivdiual hopes and prayers and plans for a long healthy life -- and THEY should be recognized 'individually' // not lumped together like sardines in a can and disposed of as a group. 10,000 - 11,000 Fort Lewis soldiers are currently serving overseas.
FORT LEWIS, Wash. - So many Fort Lewis soldiers are being killed in Iraq the Army post will no longer hold individual memorial services.
Starting next month Fort Lewis says it will hold one memorial a month for all the dead soldiers, according to the News Tribune.
Nineteen Fort Lewis soldiers have been killed this month -- the most of the war, so far.
The Fort Lewis acting commander, Brigadier General William Troy, told staff last week that the number of soldiers in harm's way will preclude individual services.
About ten-thousand Fort Lewis troops, including two Stryker brigades, are now in Iraq, the most since the 2003 invasion.
Some other Army posts have already consolidated services.
A memorial service planned for tomorrow for one soldier will go on as scheduled at Fort Lewis, and the first consolidated service for four soldiers will be held on June fifth.
I can understand this soldier frustration BUT I do not accept how he was treated because of his 9/11 beliefs.
I can relate because I too served a career in the military (26 years active duty with the US Army, retired nearly 17 years ago now) // I retired as a patriotic Master Sergeant E8 and believed nothing bad when it came to my country and/or military powers to be. However, that changed BIG TIME a few months ago when I too began looking into the many unanswered questions regarding the happenings of 9/11. I am convinced today that 9/11 was an inside job, the evidence clearly supports the same.
Prior to joining this forum, I participated in a military forum pretty much reserved for active duty and retiired military folk -- I was one of very few that wished to discuss the topic of 9/11 being an inside job. I did my best to relay information as I have come to understand it // it was usually met with disbelief and anger, even my military credentials was challenged and I was branded a discontent, a nut case by the same folks that I always considered myself a part of. No longer do I look at those people in the same fashion, i.e., they (some) are brainwashed to the max and simply refuse to open their eyes and mind to the TRUTH. Sad but true. I no longer participate at the military forum, I was banned from the site because of my good inentions to spread factual information and olpen eyes and minds to that very truth.

NASA administrator Michael Griffin is drawing the ire of his agency's preeminent climate scientists after apparently downplaying the need to combat global warming.
In a pretaped interview to be broadcast this morning on National Public Radio's ":Morning Edition" program, Griffin is asked by NPR's Steve Inskeep whether he is concerned about global warming.
"I have no doubt that a trend of global warming exists," Griffin told Inskeep. "I am not sure that it is fair to say that it is a problem we must wrestle with."
"To assume that it is a problem is to assume that the state of Earth's climate today is the optimal climate, the best climate that we could have or ever have had and that we need to take steps to make sure that it doesn't change," Griffin said. "I guess I would ask which human beings — where and when — are to be accorded the privilege of deciding that this particular climate that we have right here today, right now is the best climate for all other human beings. I think that's a rather arrogant position for people to take."
Griffin's comments — released in transcript form by NPR — immediately drew stunned reaction from James Hansen, NASA's top climate scientist at the Goddard Institute for Space Studies in New York.
"It's an incredibly arrogant and ignorant statement," Hansen told ABC News. "It indicates a complete ignorance of understanding the implications of climate change."
Hansen believes Griffin's comments fly in the face of well-established scientific knowledge that hundreds of NASA scientists have contributed to.
"It's unbelievable," said Hansen. "I thought he had been misquoted. It's so unbelievable."
News media inquiries to NASA headquarters about Griffin's comments prompted the space agency to make the unusual move of issuing a news release late Wednesday night.
"NASA is the world's preeminent organization in the study of Earth and the conditions that contribute to climate change and global warming," Griffin said in a statement. "The agency is responsible for collecting data that is used by the science community and policy makers as part of an ongoing discussion regarding our planet's evolving systems. It is NASA's responsibility to collect, analyze and release information. It is not NASA's mission to make policy regarding possible climate change mitigation strategies. As I stated in the NPR interview, we are proud of our role and I believe we do it well."

SAN ANTONIO (AP) — In the blur of smoke and blood after a bomb blew up under his Humvee in Iraq, Sgt. Tawan Williamson looked down at his shredded leg and knew it couldn't be saved. His military career, though, pulled through.
Less than a year after the attack, Williams is running again with a high-tech prosthetic leg and plans to take up a new assignment, probably by the fall, as an Army job counselor and affirmative action officer in Okinawa, Japan.
In an about-face by the Pentagon, the military is putting many more amputees back on active duty — even back into combat, in some cases.
Williamson, a 30-year-old Chicago native who is missing his left leg below the knee and three toes on the other foot, acknowledged that some will be skeptical of a maimed soldier back in uniform.
"But I let my job show for itself," he said. "At this point, I'm done proving. I just get out there and do it."
Previously, a soldier who lost a limb almost automatically received a quick discharge, a disability check and an appointment with the Veterans Administration.

Advances in QTL Mapping in Pigs
Max F. Rothschild, Zhi-liang Hu, Zhihua Jiang
Over the past 15 years advances in the porcine genetic linkage map and discovery of useful candidate genes have led to valuable gene and trait information being discovered. Early use of exotic breed crosses and now commercial breed crosses for quantitative trait loci (QTL) scans and candidate gene analyses have led to 110 publications which have identified 1,675 QTL. Additionally, these studies continue to identify genes associated with economically important traits such as growth rate, leanness, feed intake, meat quality, litter size, and disease resistance. A well developed QTL database called PigQTLdb is now as a valuable tool for summarizing and pinpointing in silico regions of interest to researchers. The commercial pig industry is actively incorporating these markers in marker-assisted selection along with traditional performance information to improve traits of economic performance. The long awaited sequencing efforts are also now beginning to provide sequence available for both comparative genomics and large scale single nucleotide polymorphism (SNP) association studies. While these advances are all positive, development of useful new trait families and measurement of new or underlying traits still limits future discoveries. A review of these developments is presented.

How could the WTC towers collapse in only 11 seconds (WTC 1) and 9 seconds (WTC 2)speeds that approximate that of a ball dropped from similar height in a vacuum (with no air resistance)?
NIST estimated the elapsed times for the first exterior panels to strike the ground after the collapse initiated in each of the towers to be approximately 11 seconds for WTC 1 and approximately 9 seconds for WTC 2. These elapsed times were based on: (1) precise timing of the initiation of collapse from video evidence, and (2) ground motion (seismic) signals recorded at Palisades, N.Y., that also were precisely time-calibrated for wave transmission times from lower Manhattan (see NCSTAR 1-5A).
As documented in Section 6.14.4 of NIST NCSTAR 1, these collapse times show that:
“… the structure below the level of collapse initiation offered minimal resistance to the falling building mass at and above the impact zone. The potential energy released by the downward movement of the large building mass far exceeded the capacity of the intact structure below to absorb that energy through energy of deformation.
Since the stories below the level of collapse initiation provided little resistance to the tremendous energy released by the falling building mass, the building section above came down essentially in free fall, as seen in videos. As the stories below sequentially failed, the falling mass increased, further increasing the demand on the floors below, which were unable to arrest the moving mass.”
In other words, the momentum (which equals mass times velocity) of the 12 to 28 stories (WTC 1 and WTC 2, respectively) falling on the supporting structure below (which was designed to support only the static weight of the floors above and not any dynamic effects due to the downward momentum) so greatly exceeded the strength capacity of the structure below that it (the structure below) was unable to stop or even to slow the falling mass. The downward momentum felt by each successive lower floor was even larger due to the increasing mass.
From video evidence, significant portions of the cores of both buildings (roughly 60 stories of WTC 1 and 40 stories of WTC 2) are known to have stood 15 to 25 seconds after collapse initiation before they, too, began to collapse. Neither the duration of the seismic records nor video evidence (due to obstruction of view caused by debris clouds) are reliable indicators of the total time it took for each building to collapse completely.

But the "pancake effect" is a farce, you know it, I know it, and 100% of the public knows it even if only 70% will admit they do. If it trully was a "pancake effect" then as each upper floor collapsed onto the floor below, there would have been hesitation as the supports for the lower floor to break. There was no such hesitation, that is simple physics. Those buildings fell with NO resistance at free fall speed, not as the "pancake effect" would have done, because that would have CAUSED resistance. We are tired of the lies. So give us the truth or we organize a boycott of your rag. Keep in mind we already KNOW that the truth isn't in the "official" story

Looking to prevent the next terrorist attack, the Homeland Security Department is tapping into the wild imaginations of a group of self-described "deviant" thinkers: science-fiction writers.
"We spend our entire careers living in the future," says author Arlan Andrews, one of a handful of writers the government brought to Washington this month to attend a Homeland Security conference on science and technology.
Those responsible for keeping the nation safe from devastating attacks realize that in addition to border agents, police and airport screeners, they "need people to think of crazy ideas," Andrews says.
The writers make up a group called Sigma, which Andrews put together 15 years ago to advise government officials. The last time the group gathered was in the late 1990s, when members met with government scientists to discuss what a post-nuclear age might look like, says group member Greg Bear. He has written 30 sci-fi books, including the best seller Darwin's Radio.
Now, the Homeland Security Department is calling on the group to help with the government's latest top mission of combating terrorism.
Although some sci-fi writers' futuristic ideas might sound crazy now, scientists know that they often have what seems to be an uncanny ability to see into the future.

Last night on CNN, right-wing pundit Mark Smith argued that “openly gay people” should not be allowed to serve in the military, advocating the military’s current Don’t Ask Don’t Tell policy. He argued that gay soldiers are unable to “focus” on the war, comparing gays in the military to himself in a platoon of “Hooters waitresses.”
He stated, “[F]or example, if you put me in a platoon with nothing but, let’s say, Hooter waitresses, that’s going to distract me, and I’m not going to be focused on winning the war. I am going to be focused on other things.” Watch it:
Smith gives no evidence for his claim that gays are unable to “focus on winning the war.” His analogy makes light of the work being done by U.S. troops by comparing them to Hooters waitresses, who serve food and beverages in skimpy outfits.
Smith has never served in the military. Jon Soltz, an Army captain who served in Iraq in 2003 and founded VoteVets, called Smith’s comments “ridiculous” and said, “There’s gay people that serve with us when we’re in combat. They serve well.”
Other members of the military also disagree with Smith. Last December, a Zogby Interactive poll of servicemembers who had served in Iraq or Afghanistan found 73 percent of those polled were “comfortable with lesbians and gays.” A 2004 poll found that a majority of junior enlisted servicemembers believed gays and lesbians should be allowed to serve openly in the military, up from 16 percent in 1992.
AMERICAblog’s John Aravosis also appeared in the segment and discussed the military’s policy of firing Arabic-speaking servicemembers just because they’re gay, even though there is a severe shortage of such linguists. Watch the full segment HERE.

note of caution since I wrote about Bush’s plans to anoint himself the insurer of constitutional government in the event of emergency.
I decided to see what the American Civil Liberties Union thought of the May 9 release of the National Security Presidential Directive, and to my surprise, the ACLU did not seem that concerned about it.
“These presidential directives on the continuity of government have existed for a long time,” says Mike German, ACLU policy counsel. “All it does is establish that they should have a policy and coordinate that policy with legislative and judiciary. It doesn’t change the order of succession, or anything like that.” Plus, he praised the Bush Administration for making the document public, since previous ones have remained classified. “I’m glad they made it public,” he says. “The fact that this was done in an open and transparent manner should be applauded.” As to the substance of the document: “It’s impossible to know whether this is an attempt to usurp some authority that had otherwise not been contemplated by law,” German says.
It certainly is curious as to why the Bush Administration released the document. The last paragraph is entitled “Security,” and it states: “This directive and the information contained herein shall be protected form unauthorized disclosure, provided that, except for Annex A, the Annex’s attached to this directive are classified.” But whatever the reason for the disclosure, the document is not reassuring, especially given Bush’s demonstrated disdain for the Constitution. Take his approval of warrantless NSA domestic spying. U.S. District Judge Anna Diggs Taylor ruled that it “undisputedly” violates the Fourth Amendment, “undisputedly” violates the Foreign Intelligence Surveillance Act, violates the First Amendment, and violates the separation of powers. Not mincing any words, she added: “The Constitution itself has been violated.” Or take his policy of denying U.S. citizens due process. Justice Sandra Day O’Connor, writing for the Supreme Court in the Hamdi case, said the President does not have a blank check in times of war. “We necessarily reject the Government’s assertion that separation of powers principles mandate a heavily circumscribed role for the courts,” O’Connor wrote. And she explicitly warned about an Executive Branch approach that “serves only to condense power into a single branch of government.” Condensing power into a single branch is precisely what concerns me about Bush’s new directive.
The directive also uses fudge words that President Bush was fond of while he was trying to find ways to justify torture. The continuity of government directive says it will be implemented in a manner “consistent with” the Constitution and “consistent with applicable law.” Compare that with Bush’s February 7, 2002, order governing the treatment of detainees: “The war against terrorism ushers in a new paradigm. . . . Our nation recognizes that this new paradigm—ushered in not by us, but by terrorists—requires new thinking in the law of war, but thinking that should nevertheless be consistent with the principles of Geneva.” In that context, Bush used the phrase “consistent with” to justify actions that were antithetical to the Geneva Conventions. You have to wonder whether he’s using that phrase in a similar way when it comes to the Constitution in times of an emergency. What’s more, there are the comments by former high-ranking officials in the Bush Administration who have said that martial law is coming if we’re attacked again.
Wayne Downing was Bush’s deputy national security adviser for counterterrorism under Condoleezza Rice early in the first term. On December 24, 2002, six months after he retired, he told The Washington Post: “The United States may have to declare martial law someday in the case of a devastating attack with weapons of mass destruction causing tens of thousands of casualties. This could mean that the military would be given the authority to impose curfews, protect businesses and communities, even make arrests.” General Tommy Franks, who led the Iraq invasion, told Cigar Aficionado in December 2003 that if terrorists attack us again, this time with a weapon of mass destruction, it will cause the “population to question our own Constitution and to begin to militarize our country in order to avoid a repeat of another mass-casualty-producing event. Which, in fact, then begins to potentially unravel the fabric of our Constitution.” Downing and Franks aren’t the only former officials talking about martial law.
On April 7, 2004, Ted Koppel hosted a Nightline program on the very subject. He said if Washington, D.C., is attacked, “Aren’t we left for at least the foreseeable future with some sort of martial law anyway?” Kenneth Duberstein, Reagan’s chief of staff, responded: “You have to suspend rights.” Richard Clarke, who was Clinton’s counterterrorism expert and was in the Bush Administration on 9/11, responded: “There would be a period of, for lack of a better term, something like martial law.”
One month later, Koppel spoke at the University of California-Berkeley commencement and again addressed the martial law issue quite frankly: “Do not doubt for a moment that, at some point, during the next few years, one or the other of those weapons [chemical, biological, or nuclear] will almost certainly be used in an act of terrorism against the United States . . . in the United States. Then the time for discussing our civil liberties will be over. More than likely, the use of a chemical or biological weapon in a terrorist attack against the U.S. homeland would lead to the imposition of martial law. For how long and under what circumstances it would be lifted again has, to the best of my knowledge, never even been publicly addressed. But understand that the most implacable enemy of our civil liberties is fear. What we will do after the next terrorist attack is not a conversation that should be deferred.”

Here are two more reasons to be worried.
The Northern Command, Northcom, created by Bush, already has plans to militarize the United States in the event of an attack. “The new plans provide for what several senior officers acknowledged is the likelihood that the military will have to take charge in some situations, especially when dealing with mass-casualty attacks,” Bradley Graham wrote in The Washington Post on August 8, 2005. Then there is the revision to the Posse Comitatus Act, which Bush whisked through last October. In an editorial on February 19 of this year, aptly entitled “Making Martial Law Easier,” The New York Times wrote: “Beyond cases of actual insurrection, the President may now use military troops as a domestic police force in response to a natural disaster, a disease outbreak, terrorist attack, or to any ‘other condition.’ Changes of this magnitude should be made only after a thorough public airing. But these new Presidential powers were slipped into the law without hearings or public debate.”
Interestingly, some in the Bush Justice Department didn’t believe this Congressional change was even necessary. On October 23, 2001, then-Deputy Assistant Attorney General John C. Yoo and Robert J. Delahunty, then-special counsel in the Office of Legal Counsel, wrote a memo to Alberto Gonzales, then-White House Counsel, and William Haynes II, then-general counsel for the Pentagon: “We recently opined that the Posse Comitatus Act, 18 USCs.1385 (1994), which generally prohibits the use of Armed Forces for law enforcement purposes absent constitutional or statutory authority to do so, does not forbid the use of military force for the military purpose of preventing and deterring terrorism within the United States.” Now Congress has given Bush and the Pentagon this power anyway. I hope the ACLU is correct, and that Bush’s May 9 directive is nothing to worry about. But given all that we know about the Bush Administration, I, for one, am not convinced. What I am convinced of, however, is the need for Congressional hearings on this subject—before it’s too late.

Oh my gosh, how true...
I have been living in this dreamworld for more than half a century where I trusted the government for official information and integrity and justice. Then I learded that most of what I believed was a lie. It has been like being in another atmosphere. Thankfully, many people around the world (save for Paula) are also waking up to this truth. So I am very greatful to all for creating a new atmosphere, a new "air" as Paula so innocently described. I apologize if you are suffocating with this new atmosphere (like ann culture must be) that refuses to listed to the MSM lies anymore. This new atmosphere provide us with the stregth to not cower when random incendiary comments are whisked about. Former Massachusetts Governor Mitt Romney had a good reason to tell voters in Dover, New Hampshire yesterday that if elected President, "I presume I would take the salary and then I would donate at least that amount -- or more -- to charity." Romney wants to prevent a repetition of his failed 1994 Senate campaign when his corporate success turned into a liability.
In that campaign, Romney was on the verge of taking down the most prominent Democrat up for election that year, Senator Ted Kennedy. In September, 1994, with just seven weeks to go, polls showed Romney slightly ahead. A wave of anti-Democratic sentiment then sweeping the nation would give the GOP control of both the House and Senate in November.
On election day, however, Kennedy crushed Romney by a 17-point margin, 58-41. One factor was Kennedy's unexpectedly strong performance in two debates, a sharp contrast to Romney's shaky stage presence. Romney said, "I believe that Roe v. Wade has been the law for 20 years, that we should sustain and support it, and I sustain and support that law and the right of a woman to make that choice. And my personal beliefs, like the personal beliefs of other people, should not be brought into a political campaign." Kennedy shot back: "I am pro-choice; my opponent is multiple choice."
The back-breaker for Romney was a series of television ads produced by Bob Shrum (author of the book, due out shortly, No Excuses: Concessions of a Serial Campaigner). Charlie Baker, the Kennedy campaign's senior strategist that year, told The Huffington Post that the ads were designed "to get on the record all sides of Romney's business career" -- a hugely successful leveraged-buyout practice that Romney claimed had created jobs.
The Kennedy campaign discovered that Ampad, a company purchased by Romney's Bain Capital in 1992, had recently bought SCM, an office products company in Marion, Indiana. All 350 workers at the SCM plant were laid off, then offered their jobs back at reduced wages. They went on strike. The Kennedy campaign sent a crew to Marion to film the workers. A half dozen ads resulted from the interviews, most of them quoting workers denouncing Romney for lining his pockets at their expense. A women tells viewers: "I'd like to say to the people of Massachusetts, if you think it can't happen to you, think again, because we thought it couldn't happen here either." Romney nosedived in the polls.
Asked if this issue could resurface in 2008, Matt Rhoades, Romney's communications director, told Huff Post: "Governor Romney isn't a first-time candidate running against a Kennedy in Massachusetts this time. He is running on an agenda to bring real conservative change to Washington. He's the right man at the right time to turn Washington around."

Petraeus Adviser Says Escalation ‘Is Likelier To Fail Than Succeed At This Point’

Over the weekend, Fox News pundit Fred Barnes claimed that in September, Gen. David Petraeus will report “great progress and say [Baghdad] is heavily pacified.” That optimistic assessment is not shared, however, by one of Petraeus’ key advisers.
On CBS Evening News last night, Stephen Biddle, an early proponent of the escalation, argued that Bush’s strategy in Iraq is “likelier to fail than succeed at this point.” Biddle assessed that there is “maybe a one in ten” chance the escalation will succeed. “Maybe it’s a one in five longshot, if we play our cards right,” he said. Biddle is right to be cautious about the escalation’s success. Despite a brief lull at the beginning of the surge, sectarian murders in Iraq are on the rise again. Car bombings, chlorine bombs, and the use of children as bombers have all also increased. On Tuesday, May became not only the deadliest month for U.S. troops in 2007, but also the third deadliest month in the entire war.

And U.S. military officers say American casualties are likely to go still higher when operations hit full throttle the second week in June. MARTIN: According to Biddle, success depends on coercing insurgent factions into accepting a cease fire.
BIDDLE: 160,000 troops is not enough to secure the whole country. But it’s a powerful source of sticks and carrots. If we start using it selectively to reward those who cooperate and consider cease fires, and to punish those who don’t.
MARTIN: There are cease fire negotiations going on with insurgents, but for now one military officer says, “there out to kill us, we’re out to kill them.” David Martin, CBS News, the Pentagon.

Unflattering photos of the two banditas made it onto the cover of the National Enquirer in July 2001. It was the fourth time the girls, the Bush twins, made the cover of the tabloid, which also ran unflattering stories of the Florida governor, Jeb Bush, accusing him of rigging the Florida vote in 2000 for his brother, George W. Bush. The right wing attack machine went after the manager. Three months later, a photo editor died of inhalation anthrax poisoning at the publisher of the National Enquirer in Boca Raton, Florida. Mysterious “federal authorities” purged the building of files, computers, photos and mail before turning the crime scene over to the FBI. Neither the CDC nor the FBI were in control of the team that purged the building. A year later the FBI would return to the building and literally scrape the floors and walls looking for anthrax spores because the Attorney General (John Ashcroft) had given what little the FBI had to the US Army.
On October 6, 2001, the death of the photo editor was attracting nonstop media attention. With Clintonian instincts, President Bush ordered the bombing of Afghanistan to begin. By October 7, the building was purged. By October 9, the CDC had informed the president that the anthrax used was the Ames strain, a type of anthrax patented by the US Army in 1986. The White House tried to take control of the story and suppress the identification of the strain. The right-wing attack machine (led by Michael Savage, Rush Limbaugh and William Kristol) went after the CDC.

I sometimes read alex jones stuff, I read alot of other stuff, I keep an open mind on things I read. I put it on the back burner so to speak as I gather more info from internet, other people, the tv and newspapers etc. I wait to see if the dots connect or not.
Also I wait to see what actually happens to and how it relates to what I read or heard about. But he has opened my mind to the other possiblities on this and that that the tv media doesn't touch on. I didn't know so many of the things I have read here and other areas it just boggles my mind.

If Kurds in Northern Iraq attack Turkish military forces, isn't the US, Britan, Germany, etc. bound to respond? If the US does not respond militarily to defend a NATO member, doesn't that signal a spiral to the end of NATO and open the door to an EU military?
This would represent a huge shift in Geo-politics, balances of power, etc.Turkey, Like Japan are very quietly emerging as regional players in some of the worlds hot spots. Where is the discussion on this? Where is the media coverage? Turkey and Lebanon represent the few moderate, non-islam controled, fairly secular governements in the region and they are receiving little support from a Nation that touts itself as in a war against radicalism. I know Turkey and Lebanon aren't oil producing nations, but they are a beach head into the area. Are we ready to gove them up for the likes of Iraq or Afghanistan?
