The blog communication codes are a way to seem a bit invisible, but for the "agent-viewers" they are like morse code. Other examples will follow and I will explain them when they come up. (CNN) -- Saudi Arabia's Interior Ministry announced Thursday it had arrested 11 al Qaeda members in the span of 48 hours who were responsible for financing and encouraging terrorism.
A ministry statement quoting a senior ministry official said the detainees were wanted terrorists in Saudi Arabia, that their assets have been frozen and an investigation into the incident is ongoing.
On Tuesday the ministry announced it had arrested three senior al Qaeda members responsible for recruiting youths via the internet and encouraging attacks on Saudi Arabia's oil facilities.
The two Saudis and one Arab non-national were arrested in Medina, but the ministry statement did not say when.
They were also in charge of media publications for the al Qaeda terror network, the ministry said.
Saudi security forces have arrested scores of suspects in recent months as part of an anti-terror sweep against people alleged to be plotting attacks on senior officials and government oil, military and security installations.
A principal goal of al Qaeda leader Osama bin Laden has been to bring down the Saudi monarchy, and that has been one of the key motivational factors leading the Saudi authorities to keep tabs on the terror network.

About the Commission
The Continuity of Government Commission was launched in the fall of 2002 in order to study and recommend reforms to ensure the continuity of our governmental institutions in the event of a catastrophic attack.
The commission is an American Enterprise Institute (AEI) and the Brookings Institution project headquartered at AEI. It is funded by the Carnegie, Hewlett, Packard, and MacArthur foundations. Presidents Jimmy Carter and Gerald Ford are the honorary co-chairs of the commission and Lloyd Cutler and Alan Simpson are the chairmen. The commission includes members who have served in government at the highest levels.
The commission first focused its attention on preserving Congress, and has now turned to the executive and the Supreme Court. The central issue that the commission addressed is how Congress could function if a large number of members were killed or incapacitated. The problem is most acute in the House of Representatives because the Constitution requires that all vacancies be filled by special election, and it takes four months on average to fill these seats. If there were mass vacancies, the House might not even be able to meet its quorum requirement, or it might operate with a small and unrepresentative number. A second problem is that of incapacity. There is no precedent for filling temporary vacancies so both houses of Congress would be severely diminished, or unable to operate at all, if a large number of members were incapacitated. The events of September 11th led to several ongoing efforts to preserve the continuity of Congress. There was a similar effort in the 1950s and 1960s to deal with these same issues. In addition, the commission will deal both with the continuity of the Supreme Court, which has a quorum requirement, and with potential reforms to the Presidential Succession Act.The commission met twice in the fall of 2002 to hear testimony and formulate recommendations. It issued a report in June of 2003 on the continuity of Congress. The second phase of the commission has begun addressing presidential succession and will include discussion of continuity in the Supreme Court.
Areas of Investigation
The Continuity of Government Commission will address the continuity of all three branches of government:
Continuity of Congress - The central issue the commission will address is how Congress would function after a terrorist attack. Because of the possibility of large numbers of incapacitated members or vacancies, Congress might not be able to function unless some provision is made to replace members who are deceased or unable to perform their duties. A crippled Congress might not even be able to meet its quorum requirement in a time of crisis.
Presidential Succession - In a second phase of the project, the commission will look at issues surrounding the Presidential Succession Act of 1947, with an eye to ensure that there is a clear transfer of power to the appropriate successor in a time of crisis.
Continuity of the Supreme Court - In the aftermath of a terrorist attack, there might be significant institutional questions over which the Supreme Court would have to rule. The Supreme Court has a quorum requirement of six, and there are a number of other questions about the status of lower court appeals if the Court were disabled for a significant amount of time.
Continuity of Congress
But for the heroic efforts of the passengers of United Flight 93, that plane might very well have crashed into the Capitol building when Congress was in session. The resulting deaths and injuries might have caused the Congress to cease functioning altogether for a number of months.
There are two issues that threaten the continuity of Congress after a terrorist attack: mass vacancies and incapacitated members. The issue of mass vacancies affects the House of Representatives where vacancies are filled only by special election, unlike the Senate where governors may make immediate temporary appointments. Special elections are governed by state laws, and, on average, it takes four months to elect a new member to fill a vacant seat. The House did not act on these measures. After September 11th, Norman Ornstein wrote "What if Congress were Obliterated?" in Roll Call addressing this very issue. On a parallel track, Congressman Brian Baird introduced H.J. Res. 67. A number of other proposals have been introduced or suggested. There have also been a number of hearings before committees in the House.

The Patriot Act
In the last decade we have witnessed an enormous explosion in the amount of tracking and information of individuals in the United States. The explosion of computers, cameras, location sensors, wireless communication, biometrics, and other technologies is making it a lot easier to track, store, and analyze information about a individuals' activities. The law enforcement
publication POLICE MAGAZINE published an article in their May-June 2004 issue in which The 5th United States Circuit Court has ruled that law enforcement officers are not required to obtain a search warrant prior to investigating a business or residence. This new decision was handed down in accord concerning the 1994 case of United States vs. Kelly Gould. The
majority of the American population are not even aware of these laws that attack their freedoms. It took only 45 days after the September 11 attacks, and with virtually no debate, Congress passed the THE PATRIOT ACT. Many parts of this sweeping legislation take away the checks on law enforcement and threaten the very rights and freedoms that we are struggling to protect. For example, without a warrant and without probable cause, the FBI now has the power to access your most private medical records, your library records, and your student records. A veil of secrecy has shrouded the Patriot Act for years. Among the other documents released by the FBI is an e-mail that acknowledges that Section 215 can be used to obtain physical objects, in addition to records. It states the FBI could use Section 215 to obtain a person's apartment key. The Attorney General has previously acknowledged that Section 215 can be used to obtain computer files and even genetic information. Another document released by the FBI is an internal FBI memo, dated October 29, 2003, acknowledging that Section 215 of the Patriot Act can be used to obtain information about innocent people. The memo contradicts the governments assertion, made repeatedly on the public record, that Section 215 can be used only against suspected terrorists and spies. "It is remarkable that the government never made any effort to inform the plaintiffs or even the Court that it has begun using Section 215," said Ann Beeson, Associate Legal Director of the ACLU.
