Like its predecessors, the fourth Top Officials (TopOff) exercise is intended to test the nation's readiness to deal with a large-scale terrorist attacks. This time, the exercise will test the department's public communications strategy.

DHS will provide that information in two formats: a live video feed and a Web site. DHS recently released a notice requesting likely sources for a possible yearlong evaluation of the public’s understanding of the information the exercise will produce, and its trust in and compliance with the messages included.
The TopOff 4 exercise will be held in Portland, Ore., and Guam and follows a preliminary exercise held in June last year called TopOff 4 Command Post Exercise (TopOff 4 CPX), which involved more than 4,000 people from more than 85 federal, state, local and private industry organizations...."

I suggest to read "The Military and Police Sniper training Manual" if you like high powered rifle, which includes 30-06.......Major John Plaster, he's the guy that came up with the synthetic stock with adjustments, you see them at gun shows for around $140. You used to be able to get it from the military book club, about $25, you could in the past get some books for free with a paid membership. I also have the only copy of "The Hard Target interdiction Manual", a guide to the use of 50 cal, was quite interesting.
Long distance shooting is a major asset. For hunting or wars. A man that can hit 3" at around a half mile can have any piece of equipment on the battlefield, disable any piece on the field, or take out major players anonomously.........then you have the 50 cal, even more serious out to 2 miles, one foot groups with good ammo and a good barrel..........

I agree with a couple of the other posters on here that PrisonPlanet covers some very good stories/topics and isn't afraid to question the powers-that-be unrelentingly. However, on the topic of global warming, I can't help but disagree with skepticism over it. Nearly the entire scientific community is in agreement over humanity's undeniably great contributions to global warming. Even the article linked in the skeptical PrisonPlanet article stated that humans are still the biggest contributors, and that the scientific community still supports that fact. Considering the basic science of global warming, being greenhouse gases and their unprecedented modern levels in the atmosphere, the fact that global warming is affected by human actions to a considerable extent is undeniable.
Just because our governments may clamp down on our freedoms in the name of the environment, doesn't mean that environmentalism is evil or that global warming is a farce, it simply means that government/big business is doing what it has always done- using any and every situation it can to consolidate wealth and power into the hands of the few elite. And considering the oil companies', auto manufacturers', etc. stake in the fear of fossil fuels and the extent to which they've gone to lobby against environmental controls, proves that the conflict of interest is between corporate wealth and the environment. In other words, the elites largely try to downplay the dangers of global warming and the use of fossil fuels. When one compares the whole of scientific studies, data, and writings against what the media reports and what our leaders focus on, it becomes apparent that the corrupt agenda is to marginalize global warming. Yeah, the scientist guy has said that the sun has been hotter than it has been in a 1,000 years, but that doesn't mean that releasing huge amounts of carbon dioxide into the atmosphere doesn't heat up the planet as well. Any elemtary school biology studies student would be able to tell you that the greenhouse effect heats up our planet more than the sun does, which is why we have to take care of our delicate balance.

The other thing I think you guys get wrong is the whole story about immigration. Yeah, I think that you guys have a right to protect your borders, but at the same time Americans have the right to be responsible for all the damage they have done to the Mexican economy. You can't sit and say that we are going to rape Mexico and Latin-America for years, and then let not get access to the wealth they created. It is just wrong. And we have done this to the Native Americans, and now to the Mexican people.
And the over-immigration problem (that so called becomes an issue when we get "undersirables", like people of color and the poor) can be solved with some tougher immigration laws. But at the same time, we have to make it easier to become a full citizen other than the huge run around that exist now to get a green card, and we have to help restore economic stability to negihboring markets. To blame just the people coming over in this country, who many of them would love to stay in their own country if they get a decent wage, is wrong. Global warming is one of those subjects where you are clueless beyond the pale. To your credit — at least you permit discussion.
Perhaps you don’t believe in evolution and think that god created the world in seven days. But if you do think the world developed in a scientific way, then please consider this:
In the beginning, there was no oxygen in our atmosphere. Free oxygen is not normally found in the universe. It is a very reactive element and doesn’t last long by itself. Our atmosphere was saturated with carbon dioxide and it was life — in plant and creature form — that pulled this carbon out of our atmosphere by decaying (itself) into fossil fuel stocks such as coal and oil. This happened slowly of course, over hundreds of millions of years.
In short, if there was no coal or oil, there would be very little oxygen in our atmosphere and loads of carbon dioxide. The current biomass is a minuscule carbon ‘sink’ (storage medium) when compared to the accumulated masses of carbon in the earth’s crust — from half a billion years worth of dead living organisms.
Now if you — and pretty much the rest of mankind — think we can ‘burn’ at our discression hydrocarbons with impunity, then you’ve got another think coming. No this isn’t fictional bla-bla. All we need to do is think about our sister planet Venus and remind ourselves what the weather is like there and why it’s in haywire mode.
But quite possible this type of reality is too much to handle and needs to be ‘blocked’ out. Thanks for allowing others to see this post. All the best and bonne chance.

I agree we, in no small way mind you, have asked for the government we have by being complacent. Like you I still care and I want to fix it. So the best we can hope for today is to, in a calm and scientific approach as each of you are capable of, share and attempt to reach out to each and every person we feel is willing to listen that we know. If we don't try to convince people we will be just about as guilty for "knowing" and not taking any action, as the elite. I have taken the approach of gauging what my friends have to say about it and ease them into it based on just how much they are willing to listen to when I talk. I am sure a lot of people heard explosions in the towers also, but are afraid to go public.
The people who destroyed those buildings are dangerous and deadly. They will not hesitate to kill, they already have.

I get errors cosistently on all pages, mostly on two, but that is one i frequent most. I usually get a hit after a few tries. I am a woman with great patience, and i am persistent.
When I post and get an error, I hit the back button. Sometimes I have to do this a few times.
I have all 3 pages saved in my favorites. No problem reaching my friends when i need to.

I dunno Dragons. I think it really doesn't matter if they see you sweat. Because it's only for that short period of time they THINK they are in control. And everytime someone makes you sweat, and we are honest about it to ourselves and the people who are doing it to us, we get stronger. If they get off on seeing people squirm, so be it. It shows how sick they really are. And besides, we will learn from the experience and the next time that same tactic won't work. We should all be happy to show our pain and our failures, even to those causing it. Trying not to be human doesn't help us. And worrying about what people think about us doesn't help.

In attempting to establishing this 'balance' there are wild swings back and forth, much like a pendulum.
#4 FOX and other Neo-Con news agencies are trying to cherry pick the data to make global warming a joke while totally ignoring things like record temps in the other parts of the Earth (China comes to mind in today's news about unusual heat).
#5 since heat and cool cannot ever be balanced we will never be able to measure how things are going from our seats at our computers without looking at ALL the meteorlogical data for the whole planet and keeping up with it. Guys, have you noticed recently in Europe..all the talk about global warming? How it's a man-made 'disaster' and how man must stop doing what he's doing or be penalised?
Then a day or two after, we get the press saying there are calls for more UN intervention in environmental issues. That's rich!
It's fact that the evidence for global warming is inconclusive..all the 'concern' is merely to a means of taxing and controlling people. If the UN wanted to fight a humanitarian course, an environmental disaster in motion, then WHY isn't the UN standing on the Mexican border along Texas, New Mexico, Arizona and California?
Why isn't the UN doing something about the FACT that land in Arizona is vanishing at an acre/hour? About the thousands..thousands of people illegally trespassing into the US every single day, whilst Europeans are being treated like dirt when they legitimately enter on planes? Why isn't the UN doing something about the eco systems that have been destroyed by MAN in the SouthWest, the NorthWest..the natural habitats that have been raped and pillaged in order to feed water and supplies to an ever-expanding Mexican population?
You get nothing - nothing but false flags or allegations of being racist. Have you noticed the lack of concern over the South West from environmental lobbyists? From academics who's role is to study such issues? It's not because they aren't concerned (they are gravely concerned)..no, the reason their mouths are silent is exactly the same reason 40 newspaper outlets along the border that were deemed a threat to NAFTA were recently bought out by an Australian corporation: they've been gagged.
I'm not going to sit back and watch this happen. I'm not going to allow the third world (which doubles in size every few decades), to come across this border because it does not help them and it does not help me or anyone else. If the issue of illegal immigration and the resulting environmental damage is not addressed now, then we really do deserve the country we get. It will not be a country worth having and if you think this isn't the case..look at what is happening in parts of Europe; look at their economies, their environment, their complete lack of social, cultural cohesion. In Great Britain there is now an underclass of immense size, there is overcrowding on an immense scale, there is environmental damage as a result. This is far more destructive than the effect, for it is the cause.
If some (not all) Americans saw what is happening in parts of Europe on the ground they would wake up; it's a living hell. It's a place where sustainable economies, sustainable cultures and sustainable habitats are but a thing of the past. It's a society that is not a society, it's a place where you have to scrimp and scrape for everything and get virtually nothing in return..and worse, the scale of immigration into the US is immeasurably higher over the last few years. You are on the road to ruin, the same road California took. You won't win this battle and moving to another area merely delays the inevitable; it will not change the fact that unless something is done in a few decades your population is going to mushroom. The third world, not just Mexico, wants a bite out of the big apple and for me the worst thing is, our bastardised form of democracy is saying to them, "come right in. It's your right. Take what you want. Kill who you want. We owe you a living". Those who disagree..well, you've seen the changes in effect..you've seen the way corporations are now buying papers to control what you read..you've seen the way this government is taking away your rights to the point where IT controls what you say.
That's dangerous. That's unsustainable. Global warming is the effect and not the cause, and focusing on it is like sticking a plaster over a cancerous growth; it merely hides the reality of the situation until it is too late. I don't want a police state, I don't want troops residing over morality..troops that represent not morality but a globalist dictatorship. I want this country back in the hands of it's people.

Critics charge that the Macquarie purchase of American Consolidated Media is designed to silence critics of a Texas toll road project.
Trans Texas CorridorAustralian toll road giant Macquarie agreed Wednesday to purchase forty local newspapers, primarily in Texas and Oklahoma, for $80 million. Macquarie Bank is Australia's largest capital raising firm and has invested billions in purchasing roads in the US, Canada and UK. Most recently the company joined with Cintra Concesiones of Spain in a controversial 75-year lease of the 157-mile Indiana Toll Road.
Sal Costello, the leading opponent of toll road projects as head of the Texas Toll Party, says the move is directly related to a 4000-mile toll road project known as the Trans-Texas Corridor. It will cost between $145 and $183 billion to construct the road, expected to be up to 1200 feet wide, requiring the acquisition of 9000 square miles of land in the areas through which it will pass.
"The newspapers are the main communication tool for many of the rural Texan communities, with many citizens at risk of losing their homes and farms through eminent domain," Costello wrote.
Many of the small papers purchased, most have a circulation of 5000 or less, have been critical of the Trans-Texas Corridor. An article in the Bonham Journal for example, states, "The toll roads will be under control of foreign investors, which more than frustrates Texans."

The compound has 150 armed guards with fully automatic weapons. These guards are pledged to strict silence and wear "triangle" arm patches. Nearby vehicles are dark blue, almost black, with Connecticut and New Jersey license plates. "This installation has 6 or 7

I am not sure it was "we" who let it happen. I believe it started a long time before any of "we" were born.
I do believe that it goes back to our grandparents time. Even as far back as 1913. The American people should have rioted in the streets the day the 16th Amendment of the Constitution was passed with most of the Congress was home for Christmas.
The American people should have been at the White House with ropes in hand when the 16th Amendment was implemented without be ratified by the states. Which in itself is Unconstitutional.
I am not sure there is anything we can do to stop this change that seems is impossible to stop. I think we are down to reducing the damage as much as possible.

The legislation's architect, Senator Richard Burr (R-NC), Chairman of the HELP Subcommittee on Bioterrorism and Public Health Preparedness, told the full HELP Committee yesterday that the legislation" creates a true partnership" between the federal government, the pharmaceutical industry and academia to walk the drug companies "through the Valley of Death" in bringing a new vaccine or drug to market. Burr said it will give the Department of Health and Human Services "additional authority and resources to partner with the private sector to rapidly develop drugs and vaccines." The Burr bill gives the Secretary of DHHS the sole authority to decide whether a manufacturer violated laws mandating drug safety and bans citizens from challenging his decision in the civil court system.

Mass arrests in Sri Lanka after bomb found

Sri Lankan police have arrested 266 people on the eve of independence day celebrations in a security round-up after finding a powerful bomb in the capital, Colombo.
The 2.5-kilogram bomb was found in a three-wheeler taxi parked in a garage near the R Premadasa International cricket stadium, where troops are billeted.
A police official involved in the investigation says explosives experts defused the bomb.
"The police arrested people who could not immediately explain their presence in the area," he said.
"The discovery [of the bomb] was made following a tip-off."
The official, who has declined to be identified, says those arrested are being questioned.
Security was intensified in Colombo to counter possible attacks by the Liberation Tigers of Tamil Ealam (LTTE) ahead of independence day celebrations on Sunday.
Tiger guerrillas carried out two suicide bombings, killing more than 20 people, ahead of independence day in 1998.
Security forces armed with tough anti-terror laws increased road blocks and random checks the city of 600,000 people and were carrying out searches to counter any threat from Tamil rebels, a police official said.
Last week, police carried out mass arrests in the island's south as well as in the east as part of anti-rebel search operations but released most people after questioning.
Anti-terror laws invoked last December gave security forces wide powers to arrest and detain suspects for long periods.
"We have got thousands of constables and troops from the provinces to beef up security in Colombo," a police officer said.
"We are maintaining a high state of alert."
Some roads leading to Colombo are also closed as security forces rehearse for Sunday's independence day commemorations along Colombo's sea front.
Sri Lanka won independence from Britain in 1948. With the ending of 133 years of British rule, ethnic tensions between the majority Sinhalese and minority Tamils erupted into the open and spawned Tamil Tiger rebels in 1972.
More than 60,000 people have since been killed in the Tamil separatist conflict led by the LTTE.
Diplomatic attempts to bring the two sides to the negotiating table have ended in failure.
Makes you wonder why.
Iran reveals nuclear conversion plant

Iran has opened the doors to its nuclear conversion plant in a show of transparency amid mounting international pressures for it to halt its controversial atomic plans.
A delegation of Non-Aligned Movement (NAM) and Group of 77 representatives arrived at the uranium conversion facility in the central city of Isfahan, together with foreign and Iranian journalists, for a guided tour.
The delegation includes the International Atomic Energy Agency (IAEA)'s ambassadors from Cuba, Malaysia and Egypt, representing the NAM, plus Sudan and Bolivia from the Group of 77 and the Algerian envoy.
Raw mined uranium, or "yellowcake", is transferred to the uranium conversion facility at the foot of the mountains on the edge of the central city of Isfahan, the ancient capital of Persia.
The mined uranium is transformed into uranium tetrafluoride (UF4) and then into uranium hexafluoride (UF6), a feed gas for the actual process of enrichment.
Iran's top nuclear negotiator, Ali Larijani, has asserted that Iran allows United Nations officials free reign to inspect the country's atomic sites, amid claims it is blocking inspectors.
"According to the nuclear Non Proliferation Treaty ... Iran allows the inspectors the freedom to carry out their inspections," he was quoted as saying by the ISNA news agency.
"Any type of cooperation is carried out on this basis.
"We have said from the start that we accept all international arrangements to become a nuclear state."
He added that Iran supports "all peaceful methods to regulate the Iranian nuclear issue".
But he cautioned that "he nuclear issue has completely become part of Iran's fate and its development" and that "no one can prevent it".
Diplomats at the IAEA told AFP on Friday that Iran had begun installing 3,000 centrifuges, the machines which enrich uranium, in a huge underground bunker at its main nuclear facility in the central town of Natanz.
The diplomats said the Islamic state had this week stopped visiting UN inspectors from installing surveillance cameras in the bunker where the production lines, or cascades, of centrifuges are being set up.
On Friday, a high-ranking Iranian official denied that new centrifuges are being installed.
"There is no and there will be no restriction of inspectors' access," the official added, speaking to AFP on condition of anonymity.
Iran is under growing international pressure over its controversial nuclear program, which the West fears is masking plans to build an atomic bomb.
The Islamic state denies the allegations, insisting that the sole purpose of the activities is to generate electricity.
UK bird flu outbreak confirmed as H5N1 virus

The bird flu outbreak poses a threat to the British poultry industry.
An outbreak of bird flu on a farm in England is the highly pathogenic H5N1 version of the virus which can kill humans, the European Commission says.
Government veterinary experts were called to the farm, run by Europe's biggest turkey manufacturer, Bernard Matthews, late on Thursday.
Preliminary tests showed the H5 strain of avian flu has killed 2,500 birds there.
The commission says the British Government is enforcing EU-agreed controls to contain the outbreak.
The controls involve setting up a protection zone with a radius of three kilometres and a surveillance zone of 10 kilometres around the infected farm, which is located near Lowestoft in eastern England.
The outbreak is the second confirmed case of H5N1 in the 27-country European Union this year, following one in Hungary.
Television footage has shown hundreds of dead turkeys being tipped into a lorry for disposal after the Department for the Environment, Food and Rural Affairs moved to contain the outbreak.
National Farmers' Union Poultry Board chairman Charles Bourns says it is a shock for the industry.
"All poultry farmers are in shock as we had no inkling that is had suddenly turned up in England," he said.
The farm has 160,000 turkeys, but only one of the 22 sheds that house the birds has so far been affected by the outbreak.
Movement controls
Strict movement controls are in place. Poultry must be kept indoors, gatherings of poultry and other birds are prohibited, and on-farm biosecurity measures will be strengthened.
The H5N1 virus is known to have infected 270 people and killed at least 164 worldwide since 2003, most of them in Asia, and over 200 million birds have died from it or have been killed to prevent its spread.
In May, 50,000 chickens at three farms in Norfolk, also in eastern England and home to some of Europe's biggest poultry farms, were culled after the H7N3 strain was detected.
A wild swan found dead in Scotland in March had the H5N1 version of the virus.
It was thought to have caught the disease elsewhere, died at sea and been washed ashore in Scotland.
Mr Bourns said those two scares cost the British poultry industry 58 million pounds in 2006.
An outbreak of H7N3 in the Netherlands in 2003 led to the culling of a third of the poultry flock. It also infected around 90 people, including a veterinarian who died.
'Surprising'
Avian flu expert Colin Butter of the Institute of Animal Health said: "This news is a bit surprising because it's not the time of year when we have a lot of bird migration.
"We would not expect this to happen in the middle of winter. If it was going to happen we would expect it to happen in spring.
"The next thing we need to know is if this is a primary or secondary case.
"If this is a secondary case it is much more serious. If this is the first case, or 'reference case' and we can stamp it out, the outbreak will be controlled."

The endorsement makes it more likely the Food and Drug Administration will approve the Sanofi Pasteur vaccine, called Pentacel. The FDA is not required the follow the advice of its outside advisers but usually does.
The vaccine is meant to prevent diphtheria, tetanus, whooping cough, polio and bacterial infection caused by Haemophilus influenzae type b, or Hib. Hib disease can cause meningitis, pneumonia and arthritis.
The endorsement came even though several FDA advisers questioned the efficacy of the Hib component of the vaccine. The panel recommended follow-up studies on the vaccine if it wins approval.
If approved, the vaccine could eliminate seven of the 23 federally recommended injections children now must endure through age 18 months, according to Sanofi Pasteur, the vaccines business of Paris-based Sanofi-Aventis. The vaccine would be given in four doses, at 2 months, 4 months and 6 months and finally at 15 months to 18 months.
The vaccine was first sold in Canada in 1997 and is now available in eight other countries, the company said.

Christopher Bollyn is one of the only real investigative journalists left writing in English and it's sickening to see how his words were used to imply that "the Jews did 9/11" and by extension insinuate that only "anti-semites" question the official story. Because after all, as Paula Zahn said, there's "no evidence" anyone but AL-CIA-DUH was involved. Sure.

In fact, he was careful to distinguish between Jews and Zionists, and Israelis and criminal elements within governments and intelligence agencies, including the Mossad. But when it comes out on the air it's all about accusations that only Jews were behind 9/11 and only "Jews" were warned in advance via the Odigo messaging system.
A single search engine query on Odigo warnings turned up ample documentation that Odigo subscribers were warned not to go to the Towers that Tuesday. One can assume that most of the subscribers were Israeli, and as Bollyn mentions in his unedited remarks, the message was likely given in Hebrew. On Sept. 12 a report in the Jerusalem Post said that Israel's Foreign Ministry had received the names of 4,000 Israelis believed to have been in the areas of the World Trade Center and the Pentagon at the time of the attacks. In his speech to Congress, "The Decider" said around 130 Israelis perished in the attacks, which would still have been proportionately low considering that 199 Columbians and 428 Philippinos died that day. But when the official list of the deceased was released, only ONE Israeli name was on it. Not one Jew - many innocent Jews died, just read the book 101 Minutes for examples - but one Israeli. Iran does not want to be invaded. So why would they do something as obvious and heavy-handed as the Kerbala attack? The answer is, they would not. Kerbala was done by a third party to blame on Iran, to justify the coming invasion.
I enjoyed the interview Alex did with Aaron Russo immensely. It contains some of the most frank, candid and callous insights into the NWO freaks who are trying to cram us to death by hoarding us into cities, and issuing us with money which is worth whatever value to they assign to it.
I have to admit, I was rather concerned for Mr Russo himself. He did not look well whatsoever during the entire course of the interview. but I commend him for putting the effort in, and by doing so, demonstrating what a tenacious gentleman he is. And the word gentleman is almost an oxymoron these days.
Let's pray for this man. He's an asset which America sourly needs. I, for one, REALLY want to see 'Freedom to Fascism Part II". I was DEEPLY shocked by how drawn and pallid Mr Russo looked.

The Persian civilization fostered humanity from an affluent fountain for thousands of years. From ancient Sumer came the first recorded letter ever written by mankind.

Contemporary shopping malls, museums, hospitals, universities, modern architecture, music, art, science, literature, sports, agriculture and the celebration of life all flourish in Iran. A strong indigenous manufacturing capability also abounds in the country and in many aspects the standard of living is considered above US standards.
Imagine how you would feel knowing that an organized evil force was planning to invade your country, destroy your land, burn your home and murder your family. Iran's citizens are well educated, moral people with families, friends, children, hopes and dreams just like you and they DO NOT deserve to be slaughtered like rabid stray dogs.
Regardless of the US media's propaganda, Iran has no intentions of invading its neighbors (unlike the illegal state of Israel) and certainly poses no threat to the United States. The history and culture that is Persia belongs to the world; we have all benefited from this ancient civilization in infinite ways.
Is this our thanks to Iran to destroy the Garden of Eden?
Like a rebellious child the US (barely 200 yrs old) wants to burn and despoil the Cradle of Humanity which has existed and contributed to our world for over 8,000 years. In a way, it's as if the US prefers to murder and rob its very parents. Will you not speak out -- will you not lend your voice to denounce and STOP this evil plan? And he's a hard man - its in our Scottish blood to stand against tyranny. I was once afraid to die but after reading the quote (I'm unsure who said it) "There is nothing to fear but fear itself". It made me wonder what why people all those years ago would gladly go and give their lives for something they believe in? We are being "nannied" by the government and subjected to harsh conditioning by our media. I remember a guy telling me about all this stuff many years ago and I mocked him ruthlessly and thought for many years he had "lost the plot". I have since apologised and what was his reply? "I knew if anyone was going to open their eyes it'd be you Jamesy. What took you so long?!" They may take our lives, but, they'll NEVER take our freedom. Not without a fight.... I fear no more.

But Sci-Fi Channel has not shown the vaporizations or the little boy being blinded by the atom flash. Curious.
