Firstly, so?
Second...from the Hill link, "The Senate also passed an amendment by Sen. Joe Biden (D-Del.), chairman of the Senate Foreign Relations Committee, to boost funding for the mine-resistant ambush protected (MRAP) vehicles by $23.6 billion, allowing the Army to replace all of its up-armored humvees with MRAPS. The Senate Armed Services Committee had already authorized $4 billion for the military to buy more MRAPS. Can't imply that Biden is against the troops based on this.
Third, nothing counts until the Senate actually passes the Appropriations Bill, and then they go to Conference Committee to reconcile the differences between the House and the Senate bills (as far as I know, this hasn't happened yet). In fact, the last thing that I heard on Thursday last, was that a CR was expected that would run through November.
Aside from that, I read theDEPARTMENT OF DEFENSE APPROPRIATIONS BILL 2008 two weeks ago. So not surprisingly, I'm lost. And the one that I've already read was voted on with a 67-29-4 vote. As I said, I'm not too clear on this...might have been that trip "up North" that did it to me! Maybe "we" made the Bill afterall...nah! probably not.

This is the first step, actually the second, the House passed their version, the Senate just passed this, then the house has to approve, then as you mentioned they have to appropriate it.
We bring each one as they pass, this is simply one step in the process, but the last few weeks Reid hasn't been willing to offer this without the "out of Iraq" amendments which none of made it into this.
Which the Australian news link that I updated with calls a blow to war critics... their words, not mine.

I doubt that the bill they voted on today is different that the one I read (I won't be doing a word comparison).
As I've said, I understand the appropriations process, especially since I've gone through it (attempting to gain earmarks) for the last 5 years or so.
The Conference Committees are where the real haggling happens.
But, as I wrote, there is a strong likelihood of a CR that will run through November.

I'll take your word for it that they added more to the Bill after the Sept. 14th version that I reviewed.
Note that the five who didn't vote, didn't vote on any bill for the last week or so...they weren't there.
