It must have been unbearable for the admin to have a bill entitled "Iraq Accountability Appropriations Act" to have been passed. I believe that it was in fact news to people that a report was mandated by law. And, based on the statements by the admin (shown below), it was also news to people that it is in fact to be an ADMIN report and not a PATRAEUS report, to the contradiction of said statements. Surely even you can see the headfakery.
PERINO: Obviously, there is going to be a report from Ambassador Crocker and General David Petraeus in September. We'll have to take a look at those.
SNOW: although I know a lot of people talk about "the Petraeus report," in fact, you have a report that is a joint report by General Petraeus and Ambassador Crocker.
SHOOTER: We're all waiting to see what General Petraeus produces by way of his report back, in September.
SNOW: The fact is that Ambassador Crocker and General Petraeus will be putting together a plan — not really a plan, but a report — that will assess the success to date of the surge, militarily, economically, diplomatically, politically, and so on.
SNOW: It is the business of General Petraeus and Ambassador Crocker to provide a full report to Congress.
SNOW: They're going to get a report — they want a report on September 15th from Ambassador Crocker and General Petraeus; they'll get that.
HADLEY (of SOTU Niger speech fame): It starts with a report from General Petraeus and Ryan Crocker
SHRUB: I'm going to wait for David to come back — David Petraeus to come back and give us the report on what he sees. And then we'll use that data, that — his report

"...Surely even you can see the headfakery..."
Are you looking at your pathetic reflection in the mirror when you prattle such blatant bullshit?
You Fruit Loop Brigade members are really something else. Did they teach you to be this stupid in Moonbats In Training Academy or did you fall off a turnip truck on your noggin?
If you cannot comprehend that CONGRESS has demanded the report to be WRITTEN BY THE PRESIDENT, that is your pathetic ability to reason and comprehend.
Climb back under your rock.
recess is over and mummy is calling.
Your cookies and milk is waiting, child.

The JOINT report by Petraeus and crocker is to be submitted to the PRESIDENT for his report to be written.
The quotes I blockquoted in the post are FROM THAT BILL, it is mandated by CONGRESS that the president write the report and the reports from Petraeus and Crocker will be used TO write that report.
The report to congress by Crocker and Pteraeus, "in person", but the original report mandated is to be ISSUED from the president.
The wording is the bill itself, but obviously no one bothered to read the damn thing.
OH, the President did, he is complying, and everyone is STILL acting all surprised.
It is either WILLFUL lying, or ignorance because they did not read the report.
So, answer the questions of the post....which is it?

Obviously not Snooper, because I used the FULL quotes from the actual bill itself and O'Hanlon there hasn't answered one of the questions the post asked.
That says everything right there.
O'hanlon you said :

What was headfakery? IT WAS IN THE BILL!!!!!!!
It isn't a surprise to those of us that bothered to read the damn thing and if it WAS a surprise to YOU, what does that say about YOU that you didn't bother to read it and are NOW surprised.
I told you once before, try DOING YOUR OWN RESEARCH, then things like this wouldn't be a surprise at all.
But if you are incapable of that, do not accuse the admin of headfakery simply because YOU were too ignorant to READ.

The fact is O'Hanlon, You are proving that you are incapable of admitting the obvious.. you didn't read the whole bill to begin with.
The only headfakery that proves and that you cannot even see, is yours for making statements, once again blaming the Bush administration for the fact that you didn't do due diligence and bother researching before you commented.
Neither did anyone else that is acting surprised.
Better yet, I believe, just my opinion here, but I believe, that Congress understood that their supporters wouldn't read it all and would jump to erroneous conclusions.
So they assumed you folks were stupid or just too lazy to do the homework and for those that are surprised now, Congress has been proven right about that assumption.

I had such high hopes for your reading comprehension skills, but those hopes have been dashed. Stop hyperventilating. To clarify, YES i know the report is mandated to be delivered by the Presnit. The headfakery is the admin's description (authorship) of said report. The admin KNOWS that the ADMIN is producing the report. But the admin refers to THEIR own report as not their own report but the PATRAEUS report... time and again. Its the Mercan people who the admin is targeting (no pun). You gin up a PR campaign, like Shooter pointing to the OHanlan discredited op-ed as an example of progress (just like what he did with Judy Miller's WMD reporting), coupled with their OWN forthcoming report that they describe as someone elses. Comprende muchachos?

They have never, EVER once said that the report issued to Congress would be soley written by Petraeus and crocker and the Secretary of State, that was YOUR interpretation of the words, which means it is YOUR reading comprehension in question O'Hanlon.
OH, by the way, it wasn't just O'Hanlon and Pollack, if you had done your research, keith Ellison and Jerry McNerney came back from Iraq reporing progress and the need to stay longer.
Durbin and Casey simply admitted progress.
TODAY, Brian Baird came back and guess what?
REPORTED PROGRESS and said we need to stay longer.

You people simply cannot admit that EVERYTHING isn't Bush's fault, the inpressions are YOURS, they haven't lied. you are lying when you claim the misrepresented anything.
Headfakery is a good word, as Snooper suggested...look in the mirror because YOU are the only one practicing said "headfakery".
Guess what?
It doesn't work here.
Once again, it was ALWAYS known, by those that bothered to read, that Petraeus, Rice, Crocker, and military commanders would ALL be writing reports...THOSE reports are what will be included into the PRESIDENT'S report.
Trying to misrepresent that is on you.
Try it somewhere else, we are on to those distract and distort tricks.

They dont have to exact, just misleading enough to give the impression that its not there own. And they do that quite well as the quotes below demonstrate.
There's an amusing irony here worth noting. The effort to pump up this Petraeus report was all about putting a new public face on the war, in order to separate it from all the people who lied us into it in the first place. But as it turns out, this effort was itself just a continuation of the same old mendacity. In a sane world, this would, you know, cast just a bit of doubt on the credibility of the report itself.
Relatedly, here's a question. Will the big news orgs keep referring to this as the Petraeus report even though we now know that it's a misnomer? Seems worth keeping an eye on.
That last paragraph gets to the heart of the issue. Will the "leftwing media" carry the admin's water once again.

Only the very OBTUSE would think those are misleading.
EVERYONE knew, at least those of us who read the report knew, that Petraus and Crocker as well as multiple others were writing the reports but only the ignorant or lying pretends they didn't know those reports would be USED to create the presidents report.
The last two ALONE made that very clear.
HADLEY (of SOTU Niger speech fame): It starts with a report from General Petraeus and Ryan Crocker
SHRUB: I'm going to wait for David to come back — David Petraeus to come back and give us the report on what he sees. And then we'll use that data, that — his report
Key words :it starts" and in the second one "we'll use that data".
Once again you are applying YOUR interpretation and applying motives where they don't exist.
You a mindreader or something?
NONE of those statements contradict what is in the original BILL.
You can try to distort, distract, lie, or apply YOUR OWN INTERPRETATION to their words, but again, that is YOURS.
If you had read the entire bill to begin with, NONE of those statements COULD be misunderstood.
You just cannot admit you were too lazy or ignorant to read the original bill in its entirety, because if you had, you would not have misunderstood those statements quoted above.
If you cannot even admit YOUR faults, you hold no weight or value to the conversation when trying to accuse the admin of misleading anyone.
It was YOUR negligence and those who didn't read the report, NOT THE ADMIN.
Can't deal with the truth huh?
Tough.
Either deal with the FACTS, which are written in the report and available for public consumption, or go play with the Kos kids who enjoy misleading their readers.
You won't be allowed to try to mislead mine.
And copying those statements once, was trying to distort to make your false point, ut allowable...twice is spamming, third time, YOUR OUT.
Clear?

The point is that congress is a bunch of over grown kids. It's either do it my way or else.
That is wasted time money. Why can't they wait for General Petraeus's report?
A- They need to feel important.
If we would bet on how congress is going to act, we'd be rich.
Anything that that has to do with time & money, these people go the limit.
It eludes them that WE are the ones that regulate their actions.
And I hope the people stand up and tell these guys we've had enough of their BS.
(Somehow) our reps have it backwards and considering their track record we can depend on it as long as they are in there. Let the dems begin to leave.
