What?

      

It usually is a good thing that IT testing finds flaws and the product is not released. Unfortunately the Government announce the launch of things without taking testing into account. In this case (and most Government IT is the same) it is definitely a Bad Thing as it will be used as justification for failing to meet budget forecasts.

Technology in general is usually a Good Thing. Mixing technology and the British Government is, sadly, usually a Bad Thing.
