I remember reading that Dante Gabriel Rossetti kept a menagerie when he lived in Cheyne Walk. So the by-law could date from that period. Maybe the wombat was the last straw for the neighbors.

Yes, apparently the bye-law was a response to Rossetti's wombat, which dug up everyone's gardens. I love the fake generality of the law: it's to stop just one wombat owned by one man, but they ban wombats in general from the entire street forever.
