Well, if you want to consider looking at the glass as "half full", basically, what the government is saying is that they realize the attraction and viability of biodiesel and WVO is becoming more than just a passing fancy of the lunatic fringe, and forsee a day in the not too distant future where it will be cutting into the profits they make off of the fuel tax at the pumps from dino-juice!
So, they want to tax your french fry deep fryer, starting now, just as a preemptive strike!
Canada does not tax biodiesel/WVO at present, but, as some readers may know, England does! Actually, as I understand it, rather than taxing biodiesel and WVO, they simply banned it from automotive use (ostensibly for the lack of road taxes paid).
Those guys NEED another party

Don't sound so surprised! North Carolina is on the forfront of Socialist States. We pay or supposed to pay taxes on such things as dogs, cats,(pets in general). ANY personal property you may have. They are on a soap box now about searching out people that buy tax free off the internet. "WE will find them and make them pay taxes" on items puchased in other states. They will NOT allow a lottery under any circumstances, but if a North Carolinian happens to win any lottery winnings from another state, They collect the taxes at the speed of light. We are definitely under the thumb of the state tax man.
After an ice storm here a couple years ago. The state had contractors come in from other states to clean up at an enormous price. They said it was too cold to make the prison work crews work outside. They then had the vast majority of the debris trucked to a central location in Raleigh. Then complained because they didn't know what to do with it. Welcome to NC! Tax money is spent here

Sorry about the "Billy Bob" Comment. I had just got off the phone with the NC tax folks, and they fulfilled the definition of that stereotype.
