I have seen the first quote - about living in an institution - attributed to H.L. Mencken.

Either source is equally plausible...

I've also seen it attributed to Mae West -- again, equally plausible.

Although one of my favorites I should have added that is from Mencken -- "A man can be a fool and not know it, but not if he's married."
