It's hard to know what's going on. Like you say, the system is built on confidence, so the people in power try to keep people confident.

It was my understanding that miracles are supposed to be empirically verifiable, which is why The Church goes to such great lengths to debunk charades.
Of course, I'd be interested to know what definition of "empirically verifiable" they employ...
