What I don't get is how the guy managed to serve 12 years as Mayor? How often do they hold elections there?

I don't know how often the elections are held. And we don't know if this guy was like this always or just started pulling this sort of crap recently. I read somewhere he was elected last with 17 votes. I suspect we can assume he and his wife were two of them. But I'd have to know more about the Spanish electoral system than I do to answer your question. But my focus wasn't how he got into office but how he was removed from office : )

I'm not sure about the guy being elected by 17 votes. I was wondering if maybe he was appointed, like the Alcaldes of the early mission towns in California. So, I did a quick check on Alcalde in Wikipedia.
A quote from the Wikipedia page on Mayors: "Direct appointment by the central government exists in Belgium, The Netherlands, Denmark, Norway, Sweden and the smaller towns and Spain.".
I think that's supposed to read, "Sweden and the smaller towns IN Spain.".
Anyway, it might well be this guy was some crony of some fed bureaucrat in Spain's government and was appointed despite what the people in the town wanted.

Fred: I also heard mayors were appointed yet someone else claimed they found electoral results for this town. Since I don't know either way I didn't use that in the main post. I still don't know either way.

This has been a terrible murder, if you believe in human rights, how can you find an argument for killing under that circumstances a man??? Did he have a chance to defend his life? I haven't read in your articule any detail about that..
I went to Miguel Grima's guest house last year. He was elected democratically by his neighbors. He didn't want to be anymore the Major of Fago and was planning to quit as soon as possible, next month, March 2007.
You should go and live to Fago for a while.. and get to know the real problems of that tiny village.. and get to know that Santiago Miramar and his reasons to hate Miguel.
You should think about your own values and get a bit of intercultural competence before puting yourself to write.
