For me, commitment without proper action plan will lead to failure. It is the same as "saying you want to do" but "Don't know and don't plan on how to do it." It's just a waste and you waste your time and also reputation. As a conclusion, don't make any commitment (especially to others) if you didn't decide to act on it. Better to have at least 1 action plan for the commitment that you're going to tell others before you do.
