I bet it would be dumped back in the canal before the council got around to collecting it.
As quick as the councils clean it up there is more to clean up, so I suppose they may as well leave the first lot of rubbish there.

Well for sure the Council is not interested in clearing the rubbish.. I bet none of the councellors live riverside!
