I bet it was geo coaching?
When we moved to our current house the fencing was not dog proof so until we had time to sort it out we installed an electric fence.
We were reliably told it would be kind as vertually no dog goes back for a second zap, and a third was unknown. When Rupert the eldest (we didn't have Ted then)did it the first time we were convinced this was to be so. But no, at least once a week he did it for months, and every time it was like the first. He never did learn.

Asssuming you were on a proper footpath then the electric fence should have an opening section to be legal.
I would tell the local county footpaths officer (contact info usually found on their website). ASk them how quickly they will be attending and if they don't react promptly then I would tell the police.
Some councils will send someone round within hours to speak to the farmer and fine them if they don't fix it quickly, or if it's a repeated problem. Unfortunately a few councils don't do much so the police is the next step.

Firstly yes!
Secondly.. I am really surprised that Rupert didn't learn.. It was different for Meg, she was frantic and crashing into the fence while in panic mode!
She seems OK now, much more settled, I am sure given another couple of days she will have forgotten all together.. until she hits another one of course!

Yes a proper footpath, I don't take the dogs anywhere but proper footpaths. It is important to stay on the footpaths because there is a lot of shooting in this part of the country, both organised and individual. I know that the dogs will be safer close to proper paths.
I wrote to the council that evening, not as strongly as you suggested though. If I don't get a reply by the weekend I will write again finding out if they have contacted the farmer, and mentioning the police too.
