Yeah, it appeared that initially he wasn't going to be in Batman and The Outsiders, then Bedard said he was, but now Chuck Dixon says he is not. Instead we get Green Freakin' Arrow. Oh joy.

Bedard did put over Artie Joe in the epilogue to the issue of Five of a Kind with him and Metamorpho, for what its worth. I think that was the first time a writer other than Busiek has done that in another title.
