The short version is this. There were several Islamic/American organizations in various places around the country. One of the things that they did was help Muslims who wanted to move to the US. It helped them with things like finding housing and employment. One of the things I do is background screening for employers and landlords.

Back in the early through late 90's I did a number of background investigations on people with Arab names for a company in Raleigh who had that Islamic/American society as a customer.

Later I found out that along with the thousands of legitimate immigrants these organizations helped were a handful of terrorists moving to the US to set up sleeper cells.

The organizations were created for that purpose. Create a flood of legitamate immigrants and slip a few terrorists in with them. Not people who had already commited terrorist acts and gotten themsleves on watch lists, but people with clean records. This way they could pass a background check.

There are cells like that all over the country. I helped establish some here in North Carolina back in the mid 1990's.
