The article seems to implicitly claim that the Bush administration painted the Iraq situation as a "crisis," but provides no evidence in favor of that assertion.
The only "crisis" mentioned in Bush's 2003 State of the Union speech, for example, was the African AIDS problem.

On second thought, Iran is quite a bit different from Iraq, notwithstanding 3 out of 4 letters being the same.
Still, the article provides no evidence of the Bush administration calling the Iran situatin a "crisis," either.

Regarding the January '03 SOTU, you mean to say Bush only used the word "crisis" once. That's just simply linguistic obfuscation. Reading the address reveals many "an unstable or crucial time or state of affairs in which a decisive change is impending," (i.e. crisis). Mentioning the '03 SOTU is odd in the extreme, though. Why the State of the Union address from 3 years ago? It's baffling.

If you want to say there is no evidence of the White House using the word "crisis," ok. But it's a silly game. It's like some guy runs into a cabin and shouts "A large heavy omnivorous mammal with a rudimentary tail, plantigrade paws with five non-retractable claws per paw is coming!!!" Another guy responses, "Oh my God! A bear!" And then you pop your head in the window and say, "He never used the word 'bear'."
