Jez - really now, "decades ago"? The war on terror is a term of Bush coinage. We've not been saddled with him for one decade yet. I know it seems like decades, but you would seem to be stretching a little here.
Also, while I'm not going to go re-reading and citing a hundred news stories to prove my point, to my recollection Clarke only missed the future 'war on terror' because there had been less than a handful of incidents world-wide since the '70's. So just why would Clarke apologize for not seeing this coming - or for the Bush invention of the entire thing AFTER Clarke's boss left office? I may have a thick skull sometimes, but I just don't see the point here. As far as I could tell, Clarke was one of the good guys once the Bushies got into the White House. (Somebody call an exterminator! We've got Bushies all over the place.)
I wonder too why McClellan had such a change of heart, but I suppose maybe he once believed it all and then opened his eyes one morning. So what is Clarke's point in that statement you quoted? Whining I think, but that is no reason to trash the man. Apparently he still feels sore about his treatment by the Bushies, with McClellan as the mouthpiece. I'm still sore about them being in office at all.
As to your last sentence - why should Clarke take responsibility for what was apparently an 'inside job', unless there is some proof that the planning started in the Clinton White House, which I think there is not. Beat up on those who promoted those lies, not their predecessors.

O...K... so is the point of this post to show the use of the words "war on terrorism" once two decades ago, or to show that the US participated in heinous activities as well even then?
I hope it's the first. Every thinking American knows that our government does dirty stuff, and we all had to listen to all of this "Reagan did it" crap when they had that bogus Ollie North trial. There is no surprise in that, unless you were under 10 years old when it happened.
Did you, e.g., know that the massacre of students by national guard troops at Kent State University in 1970 is not even mentioned in many high school history books here? I guess they're afraid to discuss the fact that our government is willing to kill us when we get uppity, and then whitewash the entire event. It could be a difficult discussion in a classroom setting, and I'm sure there would be some parental complaints too (there always are when "our children is learning" to paraphrase Dumbya). I don't know, but I'd guess the US involvement in Iran Contra is also left out of American history texts for the same reasons.

What makes me sick is that the average American is more interested in who will win "Dancing with the Stars".
Most of them do not even know who Richard Clark or Scott McClellan are.
Perhaps, if they were NASCAR drivers.

Oh. Is it not true, that Clarke was brought into the White House for a particular reason? That reason was not to be a pulpit bully or Czar.
Clinton was successful in creating a new cabinet position. Being the joint chief of staff doesn't mean you get magic powers or become telekenetic all of a sudden.
No, Clinton needed someone to sort through the military dogma, if you will. Then, he could be more and better prepared for cabinet meetings. He could chat more efficiently with the Secretariate.
I'm not so hip about other forms of government, but Nostra and Jez are. So, there must be some equivelent position other leaders can depend on.
But, this got the neos so angry, that what they did is begin to put mirrors under doors, looking for reasons why the president wanted efficiency. Poof! Monica blitz began.
That's pretty much the history, though. So, don't hate on Clarke. It's way not cool.

Good Question or plea, Jiya.
I have said before, terrorism begins in the home. Everyone must know a family, that lives in terror inside their own walls. It could be in my family or yours. May be the shop keeper down the street puts his home into terror.
Surely, there is discretion, a carefulness with a terrorist. He or she must appear normal in public at certain times, thus creating a sense of calmness.
For example, I would not willingly marry an abusive man. Not even if he was wealthy beyond all others would I marry him. I might not live long enough to be wealthy with him. Or, he might enslaven me.
Therefore, a wisely abusive man will not appear mean or difficult, not at first. He might seem, like the kindest person the world has ever known. He might have wonderful qualities, skills others would envy. Who knows?
However, this terrorist of the homefront? A plan will begin to unfold. There will be confusion. There will be pain. There will be denial from others outside the walls of his terror cell, his home. Even within the abusers own home, there will be denial. Broken bones will be evident, but the beaten person might deny the source of pain.
Now. Jiya. Stretch out this concept of a home where terror lives. Perhaps This abusive person wants more...more greater things, more power, more money, whatever. You can understand, that such an individual will find a way to succeed.
Last, think of a person with wild ambition. Suppose my wonderful, kind and very sincere appearing husband decides it would be great fun to confuse, isolate, harm or even kill people in another country. Let's use Canada for example. My crafty husband will indeed find a way to terroize Canada. It is his nature or so he believes with every inch of his being, because only with such belief can a terrorist carry forward a plan. Be it puffed up, no matter. It's there, this belief.
My husband will use every means. Media is a wonderful method of domination. So few pay attention. It's perfect for my husband. Also, my husband will really be stretched. He will have to hire or enslven others to assist. These folk can move across Canada's more populated regions. They will settle down. They will date the opposite sex, get a job, go to movies and bars, may be churches.
With careful orchestration, the big guy, the true terrorist, will direct his corhorts into action.
Remember. The purpose of a terrorist is to not just kill an enemy. No. There has to be duo purpose. And, confusion is the...shall we say, the sugar of his cake - the most desirous portion of the abusive, terrorist person.
