These little groups of supposedly elite troops, exist in the shadows, their faces are not even revealed to the public, (for security reasons of course) and they are encouraged to develop the attitude that they are separate and above the rest of the military. This attitude is useful when it comes to giving them orders that ordinary military personnel would decline to obey.
Mercenary organizations like Blackwater are shaped from the same mold, being largely populated by former "special forces"personnel. They also believe that they're above accountability and are acting that way in Iraq.

Sure terrorism has existed all along. The US can only control what it does. No guarantee if the US renounces it's own terroristic activity, others will follow suit.
