I don't know who coined the phrase first but having been a church leader for a decade (I'm not currently), the phrase refers to a value aspired to by many clergy and lay leaders.
But I agree with your comments and Greenleaf's quote still stands today. My observation is that the more systemised, structured and property-bound the organisation is, the less flexible, the less focussed and the less generous it becomes. There is simply too much to protect, maintain and compete for.
The leader in that situation often lives with internal conflict over what she/he would like to do and what they feel they must.
