Coming from a traditional, small town tn thug paradise, I know how hard it is to change the culture. The citizens actually are so used to it, that they are afraid to change it or they have been so beaten down that they have given up. Voter Apathy is the biggest deterent for change. The rest of the people who show up to the polls have something in it for themselves. They have spent their whole lives learning this thug system and getting along in it. Chicago is a great example of a "system that works".
The other sad fact is...the good guys usually fall into it too.
