All eminent domain is not wrong...this one appears to be. 611 Gill St. in Knoxville is a good example of something where E.D. should be used.

Why? So you don't have to look at it as you ride by on the interstate ramp 30' away from the bedroom window?
Would you pay the $52k value that this property is assessed and taxed for?
How about if you are the next door neighbor, 611 Gill gets stolen to set up a convenience store to raise more tax revenue (to buy more lobster tails-to-go at Regas on the P-card)- now open 24/7 with lights, traffic and so forth - next door to you. But then, you are only 120' from the interstate to begin with, so maybe you wouldn't care.
A few years later, convenience store #2 is jealous of the market territory. They can make more tax revenue right by the interstate than your well-kept residence pays. Why not take it too?
I am free to relocate to some place to my liking, or buy it and change it. I am not free to force you to make your place to my liking. I won't ask the government to steal it from you to make it to my liking.
