Doesn't MacLeod usually present himself as an anarcho-capitalist? If that is the case, he seems somewhat surprised to see the State win an election (no matter who runs in one, the State always wins).
Besides, it's not like Kodos would have not been smirking evil, stepped around implicit rules, not intervened abroad and made the world safe for pandas and people.

Actually, MacLeod is a dyed-in-the-wool leftist, an old Trotskyite. It's just that he enjoys putting even his own beliefs through the wringer, both in fact and fiction. His books do concern themselves with anarcho-capitalism (among other systems, including a fairly believable socialist anarchism).
