A bureaucracy has momentum. The current anarchy at the top of several bureacracies is does not prove that the State will collapse today. It will not. What will happen is that the State will start dissolving in six months to a year if the deadlocks are not broken.
New York and South Carolina are in no danger of becoming anarchies.
