Just FYI - the conferees for the McCain amendments will come from the Appropriations Committees (Defense Subcommittees), of each house of Congress, and not the Armed Services Committees (of which Warner is the Chairman). McCain's amendment was passed on the Senate Appropriations Bill. But I enjoyed your analysis, in any case.

Well, my face is red. I'm glad you're helping set this straight, though.
I assumed since it was originally an amendment to the Defense Authorization Bill, that “Defense” was then and still was the operative word, but I guess not.
If you could direct me to some news or congressional link that supports what you're saying (as to the conferees therefore being Appropriations Defense subcommittee members, I assume you're right about the Appropriations part), I'd be much obliged. I suppose I'll contact McCain's office and Human Rights First and see what they will tell me.
Meanwhile, I’ll update the post with your claim and notify the folks who’ve linked here (Eve Tushnet, Jim Henley) as soon as possible.
