There are very few left turn arrows here in Los Angeles, so turning left on red is de rigueur ... even in front of cops. As with most things, you grow accustomed to it.

As a new resident in the ATL - I am appaled. Ever since Todd posted this, I have noticed that this happens here a shocking amount. I am not sure what the mental rationale is behind these people's actions, but seriously...someone could get seriously hurt!
