I absolutely agree with you on the microformats. The UCAS site is a bit of a monster but certainly rather than re-inventing the wheel, they can certainly just mark up everything with microformat tags. They could certainly use XOXO for listing modules within courses for example.
The other advantage would be if they defined a microformat through the official channels, then it could become a standard that all colleges and university's in the UK and around the world use, making it much easier to search for data, and keeping it in a consistent format.
