I agree with MD (Poetic start), but the UN, which mostly represents the world's socialists, hasn't figured it out yet that when you TAX transportation, you KILL the tourist industry.

So let's see. . . who's the Secretary General now? Alfred E. Newman?

Now believe it or not, there is a solution: people in poor countries can over-throw their crooked regimes, change their value systems to include edcuation, encourage creativity and entreprenurial risks, and . . . did I mention, get their heads out of the butts?

I've never figured out why the UN just didn't start a global lottery. When the UN creates something of value, they can have the money it earns.

Douglas - that would require the UN to think like an entreprenuer which is an oxymoron! The UN only understands stealing other's wealth not creating wealth which is why their poverty program will be unsuccessful just like the poverty/welfare program of Lyndan Johnson of the 1960's was a failure.
