I thought it was critical in the sense that one hand was not telling the other what it was doing. This is something that was very typical before September 11th and still is. Here we have a man, who tries to get into the US from Canada and all he has to do is place a call to San Francisco's FBI Field Office to get out.
And there were several instances where through out the program, people say that it wasn't a luck of the draw that Mohamed was able to get into the country but people actually signed it off.
And Triple Cross, is a common word.
