Both were detrimental to national security in horrible ways, Berger's was worse but the reason he received a slap on the wrist is due to high ranking friends in Israel. They forced Berger to be released, that is the nature of the Zionist propaganda organ. Or else Berger would be in jail and will probably end up back there when a Grand Jury catches him....
