If the developer can't do any of this, well, what exactly are you paying them for? If you're serious about optimizing your site, well, with these guys you CAN'T. Can't you just cut them loose? At this point you're throwing good money after bad.

I totally agree, why are so many web development companies against SEO?. Do they not understand it (unable to apply it) or are they simply ignorant to the benefits.

A further guess could be that they do not have their client needs at heart.
