You didn't actually do anything to incite it and you got rid of 'em as soon as they did it. I don't think you can, but then again, I don't know a lot about the legality of such things.
The worst part is when they go home and tell their Daddy or their brother or the police that you made indecent suggestions to them simply because you would not give them what they wanted.
This is not just a Halloween trick and the treats for such shennanigans can be painful lessons.
The next time you see these two or any like them approaching you or your house, flee for your ever luvin spiritual life. Get out of the situation immediately. Don't drink in the presence of 'strange' minors and never make the situation look inviting.
Also, guard your heart. These young women sensed something in you that made them push. Don't give them opportunity. I'm not accusing, but guys will be guys. Sometimes instinct kicks in before common sense can talk it down.
You should of told them to go home and put some clothes on. They would have blustered about it a bit in front of their friends, but trust me, it would have hit home. They were looking for approval from men and not getting it, from at least one guy, would have given them a bit of a pause. Trust me. If these were girls of someone you knew, you probably would have asked them if their Daddies knew they were dressed like that. Back when I was that age girls did not dress like hookers, our Mamma's would have killed us.
The shame of it is, at least one of these girls will end up really screwing her life up before she's out of school. She'll seek approval from the wrong man, who'll take adavntage of things. Where are the parents, is my qiestion. They'll be first in line to scream and freak out when the sh-- comes down.
Ya know, there's a place in California (of course) that now sells "Hooker and Pimp" costumes for kids. Truly a downward spiral.

Target was having their employees-in-constumes-day Friday. My 10-yr old noticed what she called a "weird purple leprechaun" (it was a pimp costume). Yes dear, he is too stupid to know leprechauns are green.
