You're conflating classic liberalism with modern liberalism.
Liberalism used to mean a worldview focused on liberty.
Now it is defined by a liberal view of the resrictions placed on the government by the people.
Jefferson and Madison would not be considered liberals today by any stretch.
Liberal once upon a time also meant generous. Not 'spend other people's money' generous, though. Charitable within your means. Liberals have hijacked the word from giving one's own money to the needy to giving tax money to the needy (furthermore, they are the one's defining needy).
Lenin's actual beliefs on gun ownership were worse than this quote implies. He wanted outright confiscation.
