Lubavitch is CH ,thats how the Rebbe saw it. (Kan zivah Hashem es haberocha) Krinsky and Kotlarsky live there . Machne Israel and Merkoz are hqed there. CH has more Lubavitchers than all of the rest of the uS combined. So if Rav Krinsky sends shluchim to assist Jews in Maine to get their bearings, Why not a shliach in CH to assist Jews.
Frankly, I had doubts about the Liozner rebbe's Rabbi Deutsch's claim ,that Oneg shabbes helps people in Ch, but after listening to the CH hot line , I am now sure that his claim is accurate.
