It seems to be unknown when this cemetery turned into an apartment complex (according to the article, sometime before 1930). Does this mean that they simply piled dirt on top of the gravestones and built buildings on top of it, without clearing away any of the matzevos?
It seems that this cemetery was unknown before the excavation took place (unless people did know of it, but couldn't do anything about it until now?).
The link actaully gives an interesting historical account of the community, including that Koenigsberg was the home of R' Yisroel Salanter(but he may have been buried elsewhere).

This town was Germany up to 1939. This is was a capital of Prussia, the seat of Emanuil Kant.
