Bleich is the Chief Rabbi of Kiev.
(he never officialy took on the title "cheif rabbi of Ukraine" until the Yated ne'eman crowned him, after Chaikin was already in the position)
Ezriel Cheikin is the official Cheif Rabbi.
Kaminetzky is in reality the "cheif rabbi", the main powerbroker, and the is the unoffocial head shliach of Ukraine.

Bleichs brother, moshe, is on shlichus (chabad) somewhere in ma. in a small college town i think. if i remember the place i will let you know

The place is Wellesley, MA
Moshe Bleich speaks very good Russian, better than any non Russian Chabadnik I ever met. I actually spoke to him last week on the phone but I never knew that he was the brother.

Plato, especially in The Republic, identified an active historical process in governance, rather as a doctor diagnoses the stages of a disease in which each stage changes the state of the host body. Chabad cannot 'fargin' anybody else doing something for yiddishkait, therefore they had to bring their 'RABBI' to Ukraine.
Btw,R'Bleichs mother is a Lew, her brother unfortunately joined Lubavitch, long ago and is now Rabbi Shmuel Lew of London,England, one of the old timer shluchim in London

BTW, the position of the chief rabbi of Kiev is not uncontested by Lubavitch, it is claimed by Moshe Asman (some of us still know him as Moshe Stul). Will tlak about him someday,

What does the title chief rabbi mean in halachic terms ?
Can someone just come and be mevatel the rabbanuth of someone who has been there for years before him regardless of the nature of his official title.
I remember well the sichoth of the rebbe in about 1972 when Chief chaplain Shlomo Gore desired to unseat Rav Isser Yehuda Unterman as chief rabbi.The rebbe was livid in many sichoth !
Why not refer to those sichoth for the status of a rav and the halacha of ousting a rav.
Its a shanda that after years of PIONEERING work in Kiev others should take away the bissele kavod that Bleich gets.
