Yes, Lubavitch lacks a central command center, thank G-d for that! The Rebbe's ingenious foresight was to make each Chabad center repsonsible only to itself and Hashem. Imagine the totalitarianism that would have developed had there been a central command. Even calling for the Head Shaliach to have their Beis Din to be the head of each separate city or town would only serve to foster even more authoritarianism, cronyism, and corruption then there already is.
The Rebbe understood that we needed to maintain our ability to have free choice. Being a good Jew or a good Chabad chosid is not something that can come about with a governing body lording over us, but by each of us doing our own teshuvah out of our own free will.
