1) More than a few Israeli expats living in the USA simply don't have enough money to return home. They stay in the USA - but unhappily.
2) The figures in the article assume (according to Israeli law) that anyone with ONE parent who is an Israeli citizen is automatically a citizen. This inflates the numbers quoted.
3) Anyone who has any interest in Israel and has spent a year or two there studying or volunteering or whatever will be given an absolute hell of a time by the authorities on moving there. You are actually penalized for having had an active interest or previous connection with the country. OTOH, if you come from some strange land in Africa or an xUSSR state and have not a drop of Jewish blood, they will welcome you with money, benefits and more... It's complete Chelm here.
Don't be surprised that Israelis and people who are related to Israelis don't return. The govt makes it nearly impossible to do so.
And I know what I am talking about...
