Federation are purely fundraising bodies. The last thing Jewish people need is another body for it’s own sake. And frankly Chabad is often accused and perceived to evolve into a federation clone. Try a different analogy.

The corporate analogy is correct. Wouldn't moisdos be so much better if a young shliach learned how to fundraise, run a camp, school, etc. in a smaller community, and then had the chance to move to another larger place with that experience? And wouldn't there be better job satisfaction?
