This is a toughy ... but either way, if the dog has a microchip, they should have made every attempt to locate the owner, even if it meant a few extra phone calls.

Bubba is not microchipped (neither was Otis), but I'm considering it -- then again, why bother if someone finds him and doesn't bother to find me?
