I still think a curfew will help. We've just missed yet another storm, thankfully,but prior to the storm the County was out taking down traffic lights. I don't know where you live, but here in West Boca, people don't pay attention to the lights when they do work. I say keep everyone off the roads. My kids want to immediately go out aferward and there's nothing to do but find trouble.
