people all over the states smoke in front of their kids. I've seen people smoking in cars with their kids and in the house with their kids. at least she is outside!

Because the "Government(s)" at other times has decreed that drinking is/was evil - people were brainwashed into that and prohibition resulted. The German "Government" brainwashed its people into Jews being dangerous and evil during the 30s and 40s. The killing fields resulted.
This government and other "Governments" have done the same with religion, homosexuality, certain (now legal) sexual activities and methods of education
The empirical evidence is that smoking is merely very unhealthy, as is being obese. More US and UK natives die from obesity than from smoking. There almost no real evidence on the dangers of passive smoking.
Next we will be screaming (in our brainwashed state) that how disgusting that a mother is eating a MacDonald or Confectionary in front of a child!!
