I do not think the analogue really works. The IRA was (is) primarily based in Ulster, moreover the Irish security services regularly moved against them in the south. The Provos were clearly not a 'state-within-a-state' capable of operating with impunity in the south and recieving massive arms shipments via southern Irish ports and airports. Also I was not aware of the IRA firing more than 2000 artillery rockets into Belfast from across in less that two weeks.. they were (are) a tiny group operating on the fringe of Southern Irish society whose power base was (is) clearly the part of Ireland under British rule.
