It seems to me that just about everything in Chicago is some kind of racket - institutionally there are tremendous cross-purposes at work.
The City doesn't create wealth or add value but at every level attempts to extract wealth and value from working citizens - as if it were a privilege to just be there, and the influence of the parasitic "Outfit" and traditionally corrupt bureaucrats just doubles the efforts and increases the tensions.
The Chicago Gun Ban was put in place by a corrupt Alderman who worked for the Mob, in order to make his thugs and leg breakers safe from regular people, so they wouldn't have a means to resist their demands - it was not ever about public safety.
As far as fleecing the people go... Chicago - well Cook County - now has the highest sales tax in the country. Just over 10 percent.
